Dien Bien deploys solutions to prevent, combat and minimize damage from natural disasters

NDO - In order to proactively respond to and promptly overcome damage caused by natural disasters, protect the safety of people's property and lives, on the afternoon of May 13, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Dien Bien province deployed solutions to prevent, combat and minimize damage caused by natural disasters before the 2025 storm season.

At the conference, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Dien Bien province stated that the reality of climate change in Dien Bien is becoming more and more evident, leading to unpredictable and complicated natural disasters affecting the property of the State, people and people's lives.

In the first 4 months of the year alone, Dien Bien province was directly affected by 5 natural disasters, including severe cold, which injured 2 people and caused property damage of about 5.8 billion VND.

As soon as the disaster occurred, the Party Committee, the government, the Command Committee for Natural Disaster Prevention and Control and Search and Rescue at all levels deployed measures to prevent, control and overcome the consequences; the main force in supporting and helping people in the disaster area were officers and soldiers of the armed forces, police and functional forces... promptly helping people affected by natural disasters to stabilize their lives soon.

However, in addition to the results, members of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue have frankly pointed out the limitations in forecasting, propaganda and overcoming the consequences of natural disasters. Specifically, the work of forecasting natural disasters and areas at risk of natural disasters has not been carried out in a timely manner, leading to ineffective propaganda and warning to the people, so people are still passive or subjective. In overcoming damage and natural disasters, people in disaster areas still rely on rescue forces.

Requesting to immediately overcome the shortcomings and limitations in forecasting, propagating and overcoming the consequences of natural disasters, preventing and fighting against disasters in the past time, comrade Lo Van Cuong, Vice Chairman of the Provincial People's Committee, Head of the Command Committee for Natural Disaster Prevention and Control and Search and Rescue of Dien Bien province, requested the branches of the Command Committee, all levels, branches and districts to urgently review and deploy plans and scenarios for natural disaster prevention and control suitable to the type, development of natural disasters and specific conditions of the locality.

In particular, it is important to pay special attention to proactive and drastic measures to reduce human losses caused by floods, flash floods, and landslides; disaster response and recovery work must adhere to the "four on-site" motto, mobilizing maximum forces and means to prevent, avoid, respond to natural disasters, search and rescue, and overcome consequences in a timely and effective manner to reduce losses for people. Propaganda work to improve people's capacity, awareness, and skills to respond to natural disasters must be carried out in many forms and in a timely manner.

In areas at risk of large-scale floods, flash floods, and landslides, localities need to have proactive plans to arrange forces and means to be ready to respond with the spirit of "proactive response at the highest level", not to be passive or surprised.
