The concluding announcement clarifies the adjustment of the investment policy for the Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section passing through Tuyen Quang province:
The People's Committee of Tuyen Quang province proposed adjusting the investment plan to 4 lanes, stating that it is necessary and in accordance with the National Technical Standard on Expressways (minimum scale of 4 lanes) and the directives of the Prime Minister in Official Dispatch No. 16/CĐ-TTg dated February 21, 2024.
According to the opinions of the Ministry of Planning and Investment and the Ministry of Justice at the meeting, based on Resolution No. 142/2024/QH15 and Clause 3, Article 104 of Decree No. 29/2021/ND-CP dated March 26, 2021, the adjustment of the investment policy for the Project falls under the authority of the People's Council of Tuyen Quang province.
The People's Committee of Tuyen Quang province has accepted the opinions of the Ministry of Planning and Investment and other agencies, and has adjusted the investment plan for the project to expand to 4 lanes. The project will utilize increased central government budget revenue from 2023 to invest in the expansion of the first 22 km section, while the remaining section will be funded by the medium-term public investment plan for the 2026-2030 period. Particular attention will be paid to calculating phased investment plans for the projects to ensure cost savings and avoid waste during the expansion. The People's Committee of Tuyen Quang province is responsible for the scope and scale of phased investment, in accordance with the available capital.
The Deputy Prime Minister instructed the Ministry of Planning and Investment to guide the People's Committee of Tuyen Quang province in adjusting the investment policy of the Project to suit the capital balance capacity and legal regulations; and the Ministry of Transport to guide the People's Committee of Tuyen Quang province on technical issues, investment phasing, and ensuring the route is open to traffic by 2025.
Regarding the Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section passing through Ha Giang province:
At the 14th meeting of the State Steering Committee for National Key Projects and Projects in the Transport Sector (Notice No. 432/TB-VPCP dated September 24, 2024), the Prime Minister directed: Tuyen Quang and Ha Giang provinces should continue implementing the Tuyen Quang - Ha Giang project according to the approved scale; immediately prepare for the expansion project to a complete scale for submission to competent authorities for decision. Ha Giang province should review its budget to report to competent authorities on resolving difficulties regarding local budget funding for the Tuyen Quang - Ha Giang expressway project; and propose to the Ministry of Planning and Investment to compile a report for competent authorities on the application of a special mechanism for the procedure of exploiting construction materials for the Tuyen Quang - Ha Giang expressway project.
The People's Committee of Ha Giang province, in coordination with the Ministry of Planning and Investment, is implementing the above-mentioned directive of the Prime Minister, uniformly applying the specific mechanisms and policies applicable to the Tuyen Quang - Ha Giang expressway project (phase 1), the section passing through Ha Giang and Tuyen Quang provinces.
The Deputy Prime Minister assigned the Ministry of Planning and Investment to take the lead, in coordination with the People's Committee of Tuyen Quang province, the People's Committee of Ha Giang province, and relevant agencies, to review the necessary procedures to assign the People's Committee of Tuyen Quang province and the People's Committee of Ha Giang province as the managing agencies for the implementation of the expansion (phase 2) of the Tuyen Quang - Ha Giang expressway projects through their respective territories, and report to the Prime Minister.
The People's Committee of Tuyen Quang province and the People's Committee of Ha Giang province are requested to draw on their experience in the fight against the Covid-19 pandemic and the construction of the 500KV circuit 3 power line section from Quang Trach to Pho Noi to guide the implementation of construction with the spirit of "3 shifts, 4 teams", "overcoming the sun, conquering the rain, not losing to storms and strong winds", "eating and sleeping quickly", "working day and night when there is not enough", "only discussing work, not retreating"; and to develop a detailed critical path for the project to complete it on schedule, contributing to the Government's goal of putting 3,000 km of expressways into operation by 2025.
The Tuyen Quang - Ha Giang Expressway Project (Phase 1) is a Group A transportation project, included in the Road Transport Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister and delegated to the People's Committee of Ha Giang province for investment project approval.
The project has a total length of 104.5 km, of which 77 km are in Tuyen Quang province and 27.5 km in Ha Giang province. The starting point is at the intersection of the Tuyen Quang - Phu Tho expressway and National Highway 2D, in Nhu Khe commune, Yen Son district (Tuyen Quang); the end point is in Tan Quang commune (Bac Quang). In Ha Giang province, the starting point connects at the end of Vinh Tuy bridge in Vinh Tuy town (Bac Quang); the end point is at Km27+480, in Tan Quang commune (Bac Quang).
