DNO - On May 28, the leader of the Department of Planning and Investment confirmed that the unit has requested the Ministry of Construction to guide the adjustment of the investment policy of the True Friends Park - Blooming Tower DaNang project (Thuan Phuoc ward, Hai Chau district) because this project has only completed one tower, and the other tower has not been completed (just built the foundation pit, basement) after 15 years of construction.

On May 17, the Ministry of Construction issued Official Dispatch 1948/BXD-QLN requesting the Department of Planning and Investment of Da Nang City to review the selection of project investors and project implementation to ensure compliance with the provisions of law on investment, land, housing, planning, bidding, construction and other relevant legal provisions as a basis for considering guidance, implementing procedures for approving project investment policies, and adjusting investment projects in accordance with legal provisions for the True Friends Park - Blooming Tower DaNang project.
Decree No. 99/2015/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Housing Law (amended and supplemented by Decree No. 30/2021/ND-CP of the Government) stipulates that the approval of investment policies for housing construction investment projects is carried out in accordance with the provisions of the law on investment.
In cases where projects are required to adjust investment projects as prescribed in Clause 3, Article 41 and Clause 3, Article 77 of the Investment Law 2020, they must carry out procedures for approving investment policies or adjusting investment policies according to the provisions of the Investment Law 2020.
True Friends Park - Blooming Tower DaNang project is a complex of high-rise buildings and commercial apartments located on a land area of over 10,773m² near Thuan Phuoc bridge, including 2 towers 39 floors high and 3 basements with over 662 commercial apartments and 264 hotel rooms.
The project started in mid-2008, but after 15 years of construction, to date, only one tower has been completed, while the second tower has only had a foundation pit and basement built and is currently a rainwater reservoir.
