On the morning of February 26th, the delegation of the National Assembly of Binh Thuan province conducted a thematic supervision on "The implementation of policies and laws on reforming the organizational and management system, improving the quality and efficiency of public non-business units in the period 2018 - 2023" at the Department of Culture, Sports and Tourism of the province.
The monitoring delegation was led by Mr. Nguyen Huu Thong – Deputy Head of the Provincial National Assembly Delegation. Reporting to the Supervisory Delegation, Director of the Department of Culture, Sports and Tourism Bui The Nhan stated: Implementing policies and laws on reforming the organizational and management system, and improving the quality and efficiency of public service units in the period 2018-2023, the Department of Culture, Sports and Tourism currently has 7 units, a reduction of 4 subordinate units, with a current staff of 148 people, a decrease of 29 people. The Department is strictly managing staffing based on organizational classification and scientifically determining job positions in accordance with reality. The implementation of staff reduction ensures adherence to principles and procedures. At the district level, the pilot project of merging the District Radio and Television Station and the District Cultural and Sports Center has been completed.
Furthermore, implementing a mechanism of autonomy and accountability in task execution, organizational structure, staffing, and finance, combined with administrative reforms and the standardization of work processes, along with clearly defined responsibilities for each department and individual, has led to improved work quality and efficiency, and reduced processing times.
During the monitoring session, leaders of public service units under the Department and related departments and agencies further clarified the results as well as current difficulties due to unstable revenue from the units' operations, affecting their ability to increase their autonomy. Current regulations reveal obstacles such as the dependence of professional development courses on training schools, thus failing to meet the eligibility criteria for civil servant recruitment exams and the necessary conditions for appointing officials within the sector. Furthermore, the decrease in revenue from the units' operations also affects their ability to increase their autonomy...
The Director of the Department of Culture, Sports and Tourism also proposed recommendations that need attention, such as the need for a roadmap to gradually increase the level of autonomy for public service units and the need to adjust targets based on the specific circumstances of each public service unit performing political tasks, rather than applying a uniform rate and increasing revenue targets by 7-10% each year. At the same time, there should be a suitable mechanism for public service units to flexibly cover a portion of their operating expenses from various funding sources…
After listening to opinions from relevant units and sectors, Mr. Nguyen Huu Thong – Deputy Head of the Provincial National Assembly Delegation – highly appreciated the sense of responsibility of the Department of Culture, Sports and Tourism in implementing policies and laws on reforming the organizational and management system, improving the quality and efficiency of public service units in the period 2018-2023. During the implementation process, difficulties and obstacles were promptly addressed, and lessons were learned at each stage. He also requested the unit to continue improving the quality of the organizational structure of public service units in the future. Regarding the proposed contents, the Provincial National Assembly Delegation will record and compile them for discussion with the Provincial People's Committee before submitting them to the National Assembly in the near future.
