Vietnam and Singapore strengthen supervision in implementing agreements on green economy and digital economy

During his official visit to Singapore, on the morning of December 2nd, following the official welcoming ceremony at the National Assembly building, National Assembly Chairman Tran Thanh Man held talks with Singaporean Parliament Speaker Seah Kian Peng.

One of the key points of the talks was the affirmation by the two leaders of the Vietnamese and Singaporean parliaments that economic and trade cooperation continues to be an important pillar in bilateral relations; they agreed to create a favorable legal framework and strengthen the supervision of ministries, localities, and businesses in implementing signed agreements and treaties, especially in new growth areas such as the green economy, digital economy, clean energy, cybersecurity, innovation, etc., as well as other key areas of the Framework Agreement on Connecting the Two Economies.

During the meeting, Speaker of the Singapore Parliament Seah Kian Peng expressed his pleasure in welcoming Speaker of the National Assembly Tran Thanh Man This was his first official visit to Singapore in his new capacity; he affirmed that after more than 50 years of establishing diplomatic relations and 10 years of establishing a Strategic Partnership, Vietnam-Singapore relations have continuously developed, reaching many important milestones in all fields and through all channels: Party, State, Government, Parliament, and people-to-people exchanges; he emphasized that the two countries share a strategic vision, have close ties between their leaders, strong trade and investment links, and close relations between their people.

National Assembly Chairman Tran Thanh Man respectfully thanked Speaker Seah Kian Peng and the leaders and delegates of the Singapore Parliament for the warm, respectful, and thoughtful reception given to the high-level delegation of the Vietnamese National Assembly; and conveyed the greetings and best wishes for good health from General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, and other leaders of the Vietnamese Party and State to Speaker Seah Kian Peng.

Congratulating Singapore on its strong development achievements, National Assembly Chairman Tran Thanh Man expressed his confidence that Singapore will achieve even more successes in building a "dynamic and inclusive, fair and competitive, resilient and united" nation, and will have an increasingly prominent position in the region and internationally; emphasizing that Vietnam always considers Singapore a leading important partner in the region, sharing common interests and strategic vision.

In a sincere and open atmosphere, the two sides had an in-depth exchange of views on major directions and measures to strengthen cooperation and elevate the relationship in the future.

The two leaders agreed that political and diplomatic cooperation will continue to play a core role in guiding the overall relationship between the two countries, through increased exchanges of delegations and contacts at high levels and other levels.

National Assembly Chairman Tran Thanh Man expressed his gratitude and requested Singapore to continue supporting the training and development of strategic-level officials for Vietnam, including those slated to become members of the 14th Central Committee.

Both sides also agreed to strengthen cooperation in traditional areas such as infrastructure development and transport connectivity, tourism, and people-to-people exchanges.

Regarding cooperation in security and defense, both sides assessed this as an important area with much room for further development, such as enhancing dialogue mechanisms, exchanges between the navy, army, and air force, cooperation in cybersecurity, search and rescue, military medicine, strengthening maritime connectivity, and protecting the marine environment and ecosystems through the application of new technologies.

To promote substantive cooperation between the two Parliaments, the two leaders agreed on the need to continue effectively implementing the Cooperation Agreement between the two Parliaments, contributing to the further development of the Vietnam-Singapore Strategic Partnership and elevating it to a new level; strengthening information exchange and sharing experiences of each country on improving institutions, policies, and legal systems, ensuring macroeconomic stability, expanding foreign relations, and enhancing the effectiveness of international integration; and implementing cooperation activities between the Committees and agencies of the Parliaments, and between parliamentarians of the two countries, including young parliamentarians and female parliamentarians.

On this occasion, National Assembly Chairman Tran Thanh Man requested the Singapore Parliament to pay attention to and implement policies that create favorable conditions for Vietnamese businesses, investors, and Vietnamese people in Singapore to live, work, and study conveniently, contributing to the development of bilateral relations as well as contributing to Singapore's socio-economic development.

Discussing international and regional issues, the two leaders agreed to continue strengthening cooperation, coordination, and mutual support in multilateral forums, including international and regional inter-parliamentary forums such as the Inter-Parliamentary Union (IPU), the Asia-Pacific Parliamentary Forum (APPF), the ASEAN Inter-Parliamentary Assembly (AIPA)..., the United Nations, ASEAN, and ASEAN-led mechanisms, contributing to enhancing the position and prestige of each country in the region and the world.

Regarding regional issues, both sides shared similar views on building and maintaining a peaceful and stable environment for development in the Asia-Pacific region; they agreed on the need to maintain and ensure maritime and air security and safety in the South China Sea, and to peacefully resolve disputes on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea.

At the conclusion of the talks, National Assembly Chairman Tran Thanh Man respectfully invited the Speaker of the Singapore Parliament and his wife to pay an official visit to Vietnam as soon as possible. The Speaker of the Singapore Parliament gladly accepted the invitation.
