Prepare adequate infrastructure and human resources
According to the Traffic Police Department (Traffic Police Department), Provincial Police, after receiving the function and task of organizing testing and issuing driving licenses (GPLX), the Traffic Police Department proactively arranged staff and implemented tasks and work contents to ensure that this work takes place continuously, without affecting the normal activities of people and businesses. The unit has also contracted with the Type I Driving Test Center, under the Branch of Petro Oil GS Cao Nguyen Company Limited (An Chan Commune, Tuy An District) to organize driving test activities (SHLX).
In order to prepare well for the first SHLX exam, the Traffic Police Department, the Provincial Police Department coordinated with the Department of Construction and the Training and SHLX Center to review, evaluate, and carefully prepare the conditions of facilities, equipment, vehicles, and human resources to organize the exam with high results, in accordance with regulations. The unit especially increased the application of technology to control the exam activities from theory to practice to ensure accuracy, safety and transparency. All stages of organization were seriously implemented and closely monitored by a modern camera and sensor system, ensuring fairness, objectivity and high accuracy in assessment and scoring.
To be granted a driving license, students will take 4 exams: theoretical test, computer-simulated test of traffic situations, practical driving test in pictures and practical driving test on the road. The new point in the organization of the SHLX is that after each exam, students will be notified of the results directly; those who fail any exam content will continue to take the remaining contents; at the same time, they will register to retake the unpassed contents in the next exam. The exam results will be retained for 1 year to create conditions for students to register to retake the exam conveniently and economically.

Improve management efficiency
Participating in the first test organized by the Traffic Police Department, Ms. Le Nguyen Hoang Dung in Ward 7, Tuy Hoa City could not help but feel nervous and worried. However, when encouraged and motivated, Ms. Dung completed all four parts of the SHLX car test very well. Ms. Dung said: The procedures of the test went smoothly, helping me complete the test parts in the morning. Luckily, I passed the test smoothly.
Mr. Vo Duc Dinh, Tuy Hoa City shared: The most favorable thing for students taking the new SHLX exam is the regulation that students who fail any part of the exam can continue to take the remaining parts; if they fail any part, they can register to retake the exam in the next exam. This has greatly reduced the pressure on students because they do not have to worry about re-studying and retaking all the contents; helping to save a lot of time, cost as well as travel effort.
The transfer of state management tasks on testing and granting driving licenses to the Ministry of Public Security aims to unify management, reduce administrative procedures, increase monitoring efficiency and ensure traffic safety. This activity also helps the Public Security sector closely control drivers from the testing stage to traffic on the road; handle traffic accidents and incidents; thereby contributing to more effective traffic management.

According to the Traffic Police Department, in the first SHLX exam, the whole province had 305 students participating; the result was that 193 candidates passed, a rate of 63.27%. Through evaluation, the exam content ensures that the trainees' skills are actually tested; ensuring that people who are tested will be qualified to participate in traffic on the road.

Through the SHLX exams, the Traffic Police force also integrates propaganda and raises awareness of each citizen, helping each student to be more aware of complying with traffic laws, contributing to reducing violations and reducing traffic accidents effectively and sustainably.
