Recognizing that important meaning, leaders and commanders of agencies and units have paid attention to implementing many diverse contents, forms and measures, suitable to the practical situation. Many agencies and units in the whole army have creative and effective models and methods in managing ideology and discipline of soldiers.
Good model, creative way
In the units of the Engineering Corps, right from the time new soldiers join the unit, the staff at all levels have been interested in encouraging and creating a spiritual support to help soldiers integrate into the military environment and be confident in training. All units organize exchanges on the first day of enlistment so that old and new soldiers can share meaningful stories and strengthen camaraderie. In order to effectively manage ideology, Brigade 239, Engineering Corps designed the "Emotion Sharing Box" model for soldiers to choose to press the buttons of emotional states, thereby helping commanders to grasp the psychology and ideology in order to have good management measures...

Sharing about the operational models at the grassroots units, Colonel Nguyen Dang Chien, Head of the Propaganda Department, Political Department, Engineering Corps emphasized: “Based on the characteristics of the unit and working conditions, leaders and commanders at all levels have taken appropriate measures to educate and manage ideology. In which, we have implemented well the “5 know”: Knowing the political background, family circumstances, qualifications, social relationships, and daily activities of soldiers. From there, we can proactively grasp, forecast, manage, orient, and resolve ideology”.
To improve the effectiveness of soldier management, the 12th Corps has implemented the model of "Calling relatives". The Corps' Political Department has coordinated with the Military Industry-Telecoms Group ( Viettel ) to equip companies and units with equivalent telephones. During breaks and holidays, soldiers contact their relatives. During the call process, the on-duty officer registers the phone number and duration. In some units, the model of "Zalo group for soldiers' relatives" is implemented, unit commanders invite soldiers' relatives to join the Zalo group to exchange necessary information, coordinate in grasping the situation, encourage and educate soldiers. Major General Tran Dai Thang, Political Commissar of the 12th Corps, said: "The models contribute to strengthening the close relationship between soldiers and their relatives, creating a two-way information "digital environment", shortening the distance between the unit and family, helping officers promptly grasp the thoughts of soldiers".
Based on the specific tasks, agencies and units throughout the army have built and deployed many effective operating models, suitable for each type of unit and management object; typical models include: "Social Opinion Group" (Military Region 1), "Meeting Letter" (Armored Corps 34), "Comradely Feelings Club" (Armored Corps), "Companion with Soldiers" (Border Guard)...
Lieutenant General Nguyen Van Duc, Director of the Propaganda Department, General Department of Politics of the Vietnam People's Army, affirmed: "The work of ideological management and discipline is carried out systematically, synchronously and uniformly throughout the army through the system of party organizations and command organizations at all levels. Agencies and units focus on leading and directing the implementation of propaganda and education work, building political mettle, sense of responsibility, and awareness of self-discipline in compliance with the law and discipline for officers, employees and soldiers. Some units creatively apply effective forms of disseminating policies and laws, implementing and paying attention to building a healthy cultural environment and improving the spiritual life of soldiers."
Strengthening ideological management and discipline
Nowadays, the negative aspects of social life have a significant impact on the thoughts and perceptions of soldiers. Along with the development of science and technology, internet applications, and social networks, social evils are becoming more and more complex and widespread. That requires agencies and units to strengthen the work of ideological management and discipline.
In the units of the 86th Command, the young cadres account for 60% of the military, and are often exposed to bad and toxic information due to information-removal operations of hostile forces in cyberspace. Without a strong will and correct awareness, it is easy to violate information security during operations. According to Major General Nguyen Minh Thang, Political Commissar of the 86th Command, the work of ideological management of soldiers operating in cyberspace has its own difficulties due to the nature of operations in the digital environment, and signs of ideology and psychology are not easily expressed on the outside. Therefore, to create "resistance" for the troops, units should strengthen the dissemination and implementation of guidelines on regulations in ideological management and discipline, promote political education and ideological orientation; arrange for a number of highly specialized comrades to change their political categories so that they can both master their expertise and be able to conduct Party and political work.
For the Signal Corps, in 2025, no serious disciplinary violations occurred. To achieve the above results, the Corps has flexibly implemented many measures. Major General Nguyen Van Tri, Political Commissar of the Signal Corps, shared his experience: The Corps actually controlled the unit's situation through many sources of information to determine the nature of the problem, and conducted good management of soldiers' ideology in independent and dispersed units, and soldiers working outside the unit. The Corps deployed surveillance cameras to battalions, companies, platoons stationed independently, and individual stations connected to the combat duty of the units, thereby monitoring the maintenance of the orderly operation regime of the troops; doing a good job of democratic dialogue activities, general and private meetings...
Through the practice of military personnel management of units, it can be seen that in order to limit the emergence of negative thoughts as well as disciplinary violations, the monitoring and evaluation of the ideological situation of the unit must be regular and substantial. In ideological education and disciplinary management, it is necessary to implement synchronous solutions, regularly grasp, evaluate, forecast, and resolve ideological issues, especially in cases of cadres whose families live far away, soldiers with wives and children, families with economic difficulties, soldiers with special social relationships; closely coordinate between units, localities and families to educate and motivate soldiers.
