New move in the North-South Expressway Project in the West with capital of 76,985 billion VND

The Ministry of Construction has just sent an official dispatch to the People's Committees of Gia Lai, Dak Lak and Lam Dong provinces regarding the investment plan for the North-South Expressway construction project in the West, Pleiku - Buon Ma Thuot - Gia Nghia section.

In this dispatch, the Ministry of Construction said that it received the investment proposal for the North-South Expressway construction project in the West, Pleiku - Buon Ma Thuot - Gia Nghia section, from Duc Long Gia Lai Group.

In order to have a basis for considering and handling the investment proposal for the construction of the North-South Expressway in the West, section Pleiku - Buon Ma Thuot - Gia Nghia, according to the proposal of Duc Long Gia Lai Group Joint Stock Company, the Ministry of Construction requested the People's Committees of Gia Lai, Dak Lak and Lam Dong provinces to study and give opinions on the content of the project investment proposal.

The main contents that the Ministry of Construction wants to consult include: the capacity and experience of the locality in case it is assigned as the competent authority to implement the project investment; the necessity of investment, the objectives of the project to meet the needs of socio-economic development, ensure national interests, defense, security and ensure traffic order and safety of the locality to propose investment in the route before 2030.

In addition, localities are also requested to evaluate and analyze the advantages of the project when investing under the PPP method compared to other investment methods; the preliminary total investment of the project must ensure compliance with regulations.

In early October 2025, Duc Long Gia Lai Group sent a document to the Prime Minister and a number of relevant ministries and branches to propose an investment plan for the project to build the North-South Expressway in the West, section Pleiku - Buon Ma Thuot - Gia Nghia.

Accordingly, this enterprise requested the head of the Government to assign Duc Long Gia Lai Group as the investor to prepare the project proposal and send it to the competent authorities as prescribed in Article 26 of Decree No. 243/2025/ND-CP dated September 11, 2025 of the Government detailing a number of articles of the Law on Investment under the PPP method.

Duc Long Gia Lai Group also proposed that the Prime Minister assign one of the three provinces of Gia Lai, Dak Lak or Lam Dong as the competent state agency to preside over the implementation, and at the same time assign the Ministry of Finance to advise on the arrangement of public investment capital to implement the Project in the period 2026 - 2030.

The project is about 257 km long, of which the section passing through Gia Lai province is about 56.7 km; through Dak Lak province is about 125.5 km; through Lam Dong province is about 74.8 km.

Duc Long Gia Lai Group proposed to invest in phase 1 with a complete 4-lane highway scale, roadbed width of 24.75 m, design speed of 100 km/h. The total estimated investment is about 76,985 billion VND, implemented in the form of PPP, a contract between the competent state agency and private investors for implementation, management and operation.

Through research and analysis of economic and technical factors, Duc Long Gia Lai Group believes that the economy of the Central Highlands region still faces many difficulties and the ability to recover capital is low, so it proposes to implement the plan: investors mobilize 30%, the state budget supports 70%.
