New move in the North-South Expressway Project in the West with capital of 76,985 billion VND

The Ministry of Construction has recently sent a document to the People's Committees of Gia Lai, Dak Lak, and Lam Dong provinces regarding the investment plan for the construction of the North-South Expressway (Western section) from Pleiku to Buon Ma Thuot and Gia Nghia.

In this document, the Ministry of Construction stated that it had received a proposal for the investment plan for the construction of the North-South Expressway (Western section) from Pleiku - Buon Ma Thuot - Gia Nghia from Duc Long Gia Lai Group.

In order to have a basis for considering and processing the proposal to invest in the construction of the Western North-South Expressway section from Pleiku to Buon Ma Thuot and Gia Nghia, as requested by Duc Long Gia Lai Group Joint Stock Company, the Ministry of Construction requests the People's Committees of Gia Lai, Dak Lak , and Lam Dong provinces to study and provide opinions on the proposed investment project.

The main issues on which the Ministry of Construction seeks consultation include: the capacity and experience of the locality in case it is assigned as the competent authority to implement the investment project; the necessity of the investment, the objectives of the project to meet the needs of socio-economic development, ensure national interests, national defense, security and ensure traffic safety in the locality, in order to propose investment in the road route before 2030.

In addition, localities are also requested to assess and analyze the advantages of investing in the project using the PPP method compared to other investment methods; and to provide a preliminary total investment amount for the project to ensure compliance with regulations.

In early October 2025, Duc Long Gia Lai Group sent a document to the Prime Minister and several relevant ministries and agencies to propose an investment plan for the construction of the Western North-South Expressway, specifically the Pleiku - Buon Ma Thuot - Gia Nghia section.

Accordingly, this enterprise proposes that the Head of Government assign Duc Long Gia Lai Group as the investor to prepare the project proposal dossier and submit it to the relevant authorities as stipulated in Article 26 of Government Decree No. 243/2025/ND-CP dated September 11, 2025, detailing some provisions of the Law on Investment under the PPP method.

Duc Long Gia Lai Group also proposed that the Prime Minister assign one of the three provinces of Gia Lai, Dak Lak, or Lam Dong as the competent state agency to preside over the implementation, and at the same time, assign the Ministry of Finance to advise on the allocation of public investment capital to implement the Project in the period 2026 - 2030.

The project has a total length of approximately 257 km, of which about 56.7 km is in Gia Lai province; about 125.5 km is in Dak Lak province; and about 74.8 km is in Lam Dong province.

Duc Long Gia Lai Group proposed investing in phase 1 of a complete 4-lane highway with a roadbed width of 24.75 m and a design speed of 100 km/h. The total estimated investment is approximately VND 76,985 billion, implemented under the PPP (Public-Private Partnership) model, a contract between a competent state agency and a private investor for implementation, management, and operation.

After researching and analyzing economic and technical factors, Duc Long Gia Lai Group believes that the Central Highlands region's economy still faces many difficulties, and the potential for capital recovery is low. Therefore, they propose the following plan: the investor will raise 30%, and the state budget will provide 70% support.
