Dong Thap: Bringing the service of issuing and exchanging driving licenses to communes and wards

The Traffic Police Department - Dong Thap Provincial Police said that the whole province has deployed 14 points for issuing and exchanging driver's licenses. Of which, there are 2 points at the headquarters of the Provincial Public Administration Center in Dao Thanh Ward and Cao Lanh Ward; 1 point in My Tra Ward (formerly Traffic Police Department - Dong Thap Provincial Police). The remaining 11 points are located right at the headquarters of the police of communes and wards, contributing to bringing administrative services closer to the people.

At each driving license issuance and renewal point, all necessary equipment and machinery are fully equipped, ensuring the working process is smooth and effective. Information on public services and procedures for issuing and renewing driving licenses are publicly and clearly posted, helping people to easily grasp and implement.

Working hours at driving license issuance and exchange points are from Monday to Saturday morning every week, to create favorable conditions for people.

People come to do procedures to issue and change driving licenses at Sa Dec Ward Police Station.

According to Sa Dec Ward Police (No. 135, Nguyen Sinh Sac Street, Hoa Khanh Hamlet, Sa Dec Ward), on the morning of July 13, early in the morning, at the counter for procedures to issue and exchange driving licenses, the Ward Police arranged for officers from the grassroots security force to directly receive documents and guide people through the procedures.

Major Pham Hai Ho, Deputy Head of Sa Dec Ward Police, said: “From July 1, 2025, after the merger, the unit has proactively prepared all facilities, posted procedures and promoted on mass media to be ready to serve the people. Our motto is to create the most favorable conditions, ensuring that each complete file will be processed quickly within 15 to 30 minutes.”

To increase convenience, people can choose two forms of registration to suit their needs, which are directly at the Reception Point for detailed instructions, or online through the Public Service Portal of the Ministry of Public Security to save travel time. The unit has arranged staff at each Reception Point to guide people in using online services, gradually increasing the rate of online applications.

Notably, thanks to the connection with the National Population Database, people do not need to return to their place of residence but can complete procedures at any convenient Reception Point. This helps save a significant amount of time and travel costs, especially for those who are working far from home.

The quick operation of driving license issuance and exchange points right from the time the two-level local government came into operation has contributed to bringing many conveniences to the people, significantly reducing travel time and effort.

Senior Lieutenant Nguyen Tien Dung, the officer directly responsible for issuing and exchanging driving licenses for people in Sa Dec ward, said: “We always try our best to create the most favorable conditions for people. From rearranging the working space, preparing full equipment, to giving enthusiastic instructions, step by step through the procedures. In particular, we are always ready to support difficult cases such as the elderly, the disabled or those unfamiliar with administrative procedures.”

According to Lieutenant Colonel Nguyen Chi Linh, the Road Motor Vehicle Driving License Examination and Issuance Team (Traffic Police Department - Dong Thap Provincial Police), to ensure that the police of communes and wards receive the task of issuing and exchanging driving licenses smoothly, the unit has advised the Provincial Police to assign 2 teams to survey the conditions of facilities, equipment, and human resources at the police of communes and wards to carry out procedures for handling citizens' records.

In the coming time, the Traffic Police Department - Dong Thap Provincial Police will deploy about 13 more points to issue and exchange driving licenses at commune and ward headquarters across the province. The notable new point is that people anywhere, regardless of administrative boundaries, can issue and exchange driving licenses at these points.

This means that people do not need to go to the commune or ward where they live, but can do the procedure at any point where they can issue or exchange their driving license most conveniently. This helps save time, travel costs and creates maximum convenience for people, especially those who work or study far from home or have urgent needs.
