Major Pham Hai Ho, Deputy Head of Sa Dec Ward Police, said: “Since July 1, 2025, after the merger, the unit has proactively prepared all facilities, posted procedures and promoted on mass media to be ready to serve the people. Our motto is to create the most favorable conditions, ensuring that each complete file will be processed quickly within 15 to 30 minutes.”
To increase convenience, people can choose two forms of registration to suit their needs, either directly at the Citizen Reception Point for detailed instructions, or online via the Ministry of Public Security 's Public Service Portal to save travel time. The unit has arranged staff at each Citizen Reception Point to guide people on how to use online services, gradually increasing the rate of online applications.
Notably, thanks to the connection with the National Population Database, people do not need to return to their place of residence but can complete procedures at any convenient Citizen Reception Point. This helps save a significant amount of time and travel costs, especially for those who are working far from home.
The rapid operation of driving license issuance and exchange points right from the time the two-level local government came into operation has contributed to bringing many conveniences to the people, significantly reducing travel time and effort.
Senior Lieutenant Nguyen Tien Dung, the officer directly responsible for issuing and exchanging driving licenses for people in Sa Dec Ward, said: “We always try our best to create the most favorable conditions for people. From rearranging the working space, preparing full equipment, to giving enthusiastic instructions, step by step through the procedures. In particular, we are always ready to support difficult cases such as the elderly, the disabled or those unfamiliar with administrative procedures.”
According to Lieutenant Colonel Nguyen Chi Linh, the Road Motor Vehicle Driving License Examination and Issuance Team (Traffic Police Department - Dong Thap Provincial Police), to ensure that the police of communes and wards receive the task of issuing and exchanging driving licenses smoothly, the unit has advised the Provincial Police to assign 2 survey teams on the conditions of facilities, equipment, and human resources at the police of communes and wards to carry out procedures for handling documents for citizens.
In the coming time, the Traffic Police Department - Dong Thap Provincial Police will deploy about 13 more points to issue and exchange driving licenses at commune and ward headquarters across the province. The notable new point is that people anywhere, regardless of administrative boundaries, can issue and exchange driving licenses at these points.
This means that people do not need to go to the commune or ward where they live, but can do the procedures at any point of issuing or exchanging driving licenses that is most convenient. This helps save time, travel costs and creates maximum convenience for people, especially those who work or study far from home or have urgent needs.
