Dong Hoi City Central Railway Road and Overpass Project: Urgently complete site clearance and construction

QTO - Implementing the direction of the Provincial People's Committee, the Department of Construction - the investor of the Dong Hoi City Central Railway Road and Overpass Project (referred to as the Project) in coordination with departments, branches, units and localities is "sprinting" to carry out site clearance work. The investor has also urged contractors to speed up the construction progress of the Project packages, striving to complete the project in 2025.

Resolve the problem once and for all

Mr. Nguyen Ngoc Quy, Director of the Traffic Construction Investment Project Management Board (QLDA ĐTXDCTGT) under the Department of Construction, the unit assigned to manage the Project, said: Implementing the direction of the Provincial People's Committee, compensation, site clearance and resettlement (SAR) work has recently achieved many positive results, especially after implementing the 2-level local government. Currently, 22/97 cases have had their compensation plans approved (reaching 23%). Specifically, Dong Hoi ward has 12/13 cases, Dong Thuan ward has 10/84 cases.

To ensure the progress of completing the Project in 2025 according to the direction of the Provincial People's Committee and implementing Notice No. 2767/TB-VP, dated October 1, 2025, Notice No. 1929/TB-VP, dated September 5, 2025 of the Provincial People's Committee on the conclusion of Comrade Phan Phong Phu, Vice Chairman of the Provincial People's Committee, the Department of Construction and the Project Management Board are coordinating with departments, branches, units and localities to focus on resolving all problems and difficulties to soon complete the site clearance work.

Specifically: In Dong Hoi ward, there is one organization (Vietnam-Cuba Dong Hoi Friendship Hospital with fence assets and liquidated apartment buildings) whose plan has not been approved, and the asset inventory has just been carried out. Currently, the Provincial Land Fund Development Center is in charge, coordinating with the Department of Construction, the Traffic Construction Project Management Board and the Dong Hoi Ward People's Committee to consider whether the remaining part of the hospital apartment building meets technical standards or not to decide on compensation for the entire project or to allow it to exist and be used.

Regarding the assets of a household's ice and purified water factory, Dong Hoi ward has organized a meeting to appraise the compensation plan and is requesting clarification of the prices of some items, clearly defining the compensation or relocation plan for the ice factory assets to have a basis for approval.

The land acquisition work in Dong Thuan ward is still stuck in the measurement excerpt for 5 cases (mainly within the sidewalk area) that need to be adjusted. In particular, there is 1 case that needs to continue to find documents to confirm the origin in order to soon complete the measurement excerpt adjustment and plan the inventory to issue a notice of land recovery.

Regarding the difficulties in compensation and site clearance, there are still 71 affected households and 2 organizations whose plans have not been approved. Of these, 21 cases have made their plans public since August 29, 2025; 45 cases have had land recovery notices (including 33 households that have completed the inventory work, 12 cases are planning to do the inventory); 5 cases are not eligible to issue land recovery notices.

For the 2 households whose land for perennial crops was recovered and did not agree with the compensation plan in cash and requested compensation in land, Dong Thuan Ward has sent a document requesting the Provincial People's Committee to promptly assign the advisory agency and agree with the proposal of the Ward People's Committee on compensation in land. Regarding the affected green tree technical system, Dong Thuan Ward has publicly announced the compensation and support plan and completed the approval of the plan.

Standing Vice Chairman of Dong Thuan Ward People's Committee Nguyen Trung Kien said that, implementing the direction of the Provincial People's Committee, the ward is urgently coordinating with relevant departments, branches and units to strive to soon complete site clearance work in the area for the Project.

As two of the households that have handed over the site to the project, Mr. Le Van Phuc and Nguyen Quoc Hung (TDP 10, Dong Thuan Ward) said that thanks to the propaganda and mobilization of the People's Committee of Dong Thuan Ward and the Management Board of the Traffic Construction Investment Project, their families have a better understanding of the State's regulations on compensation and site clearance, so they agreed with the compensation plan and voluntarily handed over the site early. Thereby, contributing to helping the Project to be constructed early and completed on schedule.

Urging contractors to speed up construction progress

The Traffic Construction Project Management Board said: The project has a total investment of 160 billion VND, of which the site clearance cost is 49.5 billion VND; the cumulative disbursement to date is nearly 105.9/160 billion VND (reaching 66.2%).

In parallel with focusing on resolving all problems and difficulties to complete the site clearance work soon, the Project Management Board has also urged contractors to concentrate machinery, vehicles, and human resources to construct as soon as the site is received. The project has 2 construction packages, including package 13 (bridge construction) and package 14 (road construction). Up to now, the estimated value of the construction volume is 43.1/94,533 billion VND, reaching 45.6% of the total contract value of the packages.

The Dong Hoi City Central Railway Road and Overpass Project was started in 2022, with the goal of creating a main cross-road axis connecting the East-West of Dong Hoi City (old); contributing to regulating traffic flow on inner-city routes, creating favorable conditions for people's travel; ensuring traffic safety at the intersection between roads and railways, gradually forming a complete urban traffic network, promoting socio- economic development of the area.

The leader of Quang Binh II General Construction Joint Stock Company, representative of the consortium constructing package No. 13 (bridge construction), including Tien Thanh Construction Company Limited, Quang Binh II General Construction Joint Stock Company, 568 General Construction Investment Company Limited, said: Up to now, the consortium has completed the construction volume with a value of 37.5/81.05 billion VND, reaching 46.3% of the contract value. Currently, the consortium is accelerating the construction of project items to strive to complete the package according to the contract deadline, direction of the Provincial People's Committee and the investor.

For package No. 14 (road construction), undertaken by Viet Tien Construction Company Limited with a contract value of 13,483 billion VND, the construction volume has been completed at 5.6 billion VND, reaching 41.5% of the contract value.
