Dong Hoi City Central Railway Road and Overpass Project: Striving to complete construction in 2025

The Dong Hoi City Central Railway Road and Overpass Project has a total investment of 160 billion VND, of which the site clearance cost is 49.5 billion VND; the project implementation period is from 2022 to 2025. The project has 2 packages, including the bridge construction package and the road construction package.

The total length of the project's entire route and bridge is 1.15km (starting point at the intersection between Ha Van Quan Street and the inner-city road turning onto Ton That Tung Street; ending point at the intersection between Nguyen Cong Hoan Street and Phan Dinh Phung Street), passing through Dong Hoi and Dong Thuan wards.

The Management Board of Traffic Construction Investment Project (QLDA DTXDCTGT - under the Department of Construction), the unit assigned to manage the project, said: The Dong Hoi City Central Railway Road and Overpass Project was approved by the People's Committee of the former Quang Binh province and approved the adjustment of the feasibility study report in Decision No. 4292/QD-UBND, dated December 24, 2021 and Decision No. 76/QD-UBND dated January 13, 2023.

Within the scope of project implementation, the section passing through Dong Hoi ward has 13 cases (11 households and 2 organizations) affected by land acquisition and clearance; the section passing through Dong Thuan ward has 84 cases (80 households and 4 organizations) affected by land acquisition and clearance.

The Board is coordinating with the People's Committees of Dong Hoi and Dong Thuan wards to resolve remaining land issues, especially the Nguyen Cong Hoan section in Dong Thuan ward. If the site clearance work is completed in August 2025, the investor will focus on directing the construction to complete the project in 2025, said Mr. Nguyen Ngoc Quy, Director of the Traffic Construction Project Management Board.

The project has 5 technical infrastructure assets affected, including: Railway signaling system; communication system; domestic water supply system; power grid system; green tree system.

In the past time, with the close attention and direction of the Provincial People's Committee, the drastic direction of the Dong Hoi City People's Committee (at the time of June 2025, before implementing the 2-level local government model), the close coordination of local authorities at all levels and relevant parties has continued to remove some difficult bottlenecks in site clearance work to promptly hand over the site to the construction contractors at the end of June 2025.

Regarding site clearance work, up to now, the section passing through Dong Hoi ward has completed the measurement work for 13/13 cases (100%); approved and paid money for 12/12 cases, including 4 resettlement cases, 5 cases of land compensation, 1 case of additional land allocation due to multiple generations, 1 case of cash compensation, and the remaining 1 organization is conducting asset inventory; 11/12 cases have been handed over the site (91.67%), and the remaining 1 case has not been handed over the site due to a recent death in the family.

The section passing through Dong Thuan ward has approved and paid 10/84 cases, including 8 households and 2 organizations; the site has been handed over in 4/10 cases, the remaining 6 cases have not been handed over due to the implementation of land allocation procedures.

Of the remaining 74 cases that have not yet approved the plan, there are: 30 cases are waiting for the People's Committee of Dong Thuan Ward to issue a notice of land recovery to have a basis for implementing the inventory and making a compensation plan; 30 cases have had a notice of land recovery and are currently making a compensation plan; 14 cases need to find documents to confirm the origin of the use of the area outside the land use right certificate.

The leader of Quang Binh II General Construction Joint Stock Company representing the joint venture for the bridge construction package (including Tien Thanh Construction Company Limited - Quang Binh II General Construction Joint Stock Company - 568 General Construction Investment Company Limited) said: Regarding the on-site construction, the contractors have completed the M2 pier and T2 pier, casting 38/45 girders. Based on the site handed over in Dong Hoi ward, the bored pile construction of M1 pier is underway and the T1 pier cap beam is being prepared.

Regarding the road construction package constructed by Viet Tien Construction Company Limited, the contractor has basically completed the longitudinal drainage system and is implementing the construction of the horizontal drainage system within the area not affected by site clearance.

According to the contractors' representatives, the biggest obstacle affecting the construction progress and project completion for contractors today is the construction site. Therefore, if the site is handed over, the unit will focus on completing the construction as soon as possible with the best possible quality.
