Draft political report sets out the goal of building Hai Duong into a livable place

Comrade Nguyen Quang Phuc, Member of the Standing Committee and Head of the Provincial Party Committee's Propaganda Department, presented the Standing Committee's report on the draft (first version) of the political report.

On the morning of December 4th, the Executive Committee of the Hai Duong Provincial Party Committee, 17th term, opened its 22nd conference.

Along with many other important topics, this conference will discuss the first draft of the political report to be presented at the 18th Provincial Party Congress, prepared by the Provincial Party Standing Committee and the Document Subcommittee.

In terms of content, the theme of the draft political report is: "Pride and absolute confidence in the leadership of the Party; strengthening Party building and the political system; promoting the cultural traditions of the Eastern region, uniting to realize the aspiration for development, determined to strive to make Hai Duong a modern industrial province by 2030, achieving some basic criteria of a centrally-governed city."

Along with evaluating the results of implementing the Resolution of the 17th Provincial Party Congress, term 2020-2025, the draft report points out limitations in two major areas: socio -economic development; and Party building and the political system.

The section on causes evaluates each objective and subjective aspect. The draft report also presents five lessons learned from practical leadership, guidance, and implementation that have led to both successes and failures in the past.

Regarding the viewpoints and objectives for the 2025-2030 term, and the orientation towards 2035, the first draft of the political report submitted to the 18th Provincial Party Congress presents five viewpoints, encompassing various aspects of awareness and action, ensuring a general orientation in the process of leading, directing, and implementing tasks for the next term.

The overall goal for the 2025-2030 term, with a vision extending to 2035, is to build Hai Duong into a livable city with strong economic, political, cultural, educational, social, environmental, and security factors, building upon the resolutions of the 17th Provincial Party Congress and the provincial planning approved by the Prime Minister.

The draft report outlines four groups of indicators (economic, socio-cultural, environmental, and political system building) with 18 specific indicators, some of which have a direction towards 2035.

The draft report also outlines the tasks and solutions for the 2025-2030 term, with a vision to 2035, in the fields of socio-economic development, science and technology, environment, national defense and security, inspection, justice, foreign affairs, and the work of building the Party, government, the Fatherland Front, and other political and social organizations. It also identifies key tasks, breakthroughs, priority projects, programs, plans, and projects.

The draft political report was presented using a direct approach, getting straight to the point. For each area, a general overview was provided first, followed by specific information and data to substantiate it.

The figures in the draft report are mainly estimates for 2025 and the entire 2020-2025 term. Therefore, the data is subject to change. During the process of finalizing the report, the Standing Committee of the Provincial Party Committee will direct the Document Subcommittee to continue reviewing, supplementing, and refining it.
