The “Digital Literacy for All” movement was launched nationwide in 2025, becoming a major campaign to popularize digital skills to the community. In Quang Ngai , the movement quickly became effective when it created a widespread support network, helping people form the habit of proactively learning and using technology.

In Mon village, Thanh Bong commune, where there are more than 110 households, mainly Cor people, services such as bank accounts or online public services were previously very unfamiliar. Since the movement was launched, the village cultural house has become a meeting place every afternoon or on weekends. People come to learn how to use smartphones, make cashless payments or submit documents online.
Ms. Ho Thi Ly said that using digital documents such as citizen identification cards, insurance or driving licenses on the phone brings many conveniences in daily life. Party cell secretary and village chief Ho Thanh Son also affirmed that people have gradually become accustomed to carrying out procedures without having to carry many types of documents.
One of the key elements of the movement is the Community Digital Technology Team system. Quang Ngai is one of the first localities to complete 100% of teams down to the village level according to the 2-level local government model, with 1,477 teams and more than 12,000 members. This force plays a core role, implementing the motto of "going to every alley, knocking on every door, guiding every person", supporting people to use online public services, digital payments and access e-commerce.
Mr. Vo Viet Cuong, Permanent Vice Chairman of Mo Cay Commune People's Committee, said that the goal is that by the end of 2025, each family will have at least one digital citizen, equivalent to more than 10,000 households having more than 10,000 digital citizens in the locality.
Digital transformation is only successful when people are “awareness transformed” and “skill transformed”. Quang Ngai province identifies community digital capacity development as a fundamental task. This is a task of profound social significance, helping people access technology more easily and not be left behind in the digital age.
