The European Union (EU) has just taken a historic step by using its budget for the first time to finance joint arms procurement among member states, with the majority of the supplies prioritized for Ukraine.

In an announcement on November 14, European Commission Vice President Margrethe Vestager emphasized that this was the first time the EU had used its budget to support member states in purchasing weapons collectively, rather than through temporary financial instruments as in the past.
The EU has invested 300 million euros in the initiative, supporting some 20 member states in purchasing air defense equipment, armored vehicles and ammunition.
Most of these weapons will be sent to Ukraine, which is currently in a state of tense conflict.
Since the outbreak of the military conflict between Russia and Ukraine, the EU has made many efforts to strengthen its defense capabilities and support Ukraine.
To expedite the supply of ammunition to Kyiv, the EU has established a financial support mechanism to help member states accelerate ammunition procurement, committing to supplying at least one million artillery shells to Ukraine before March 2024.
Although the EU has not yet achieved this goal, Josep Borrell, the EU's High Representative for Foreign Affairs and Security Policy, has pledged that all the ammunition will be delivered to Ukraine this year.
