On October 9-10, the Ministry of Education and Training organized a consultation workshop on implementing the task of universalizing preschool education for kindergarten children. Deputy Minister of Education and Training Nguyen Thi Kim Chi and Vice Chairman of the National Assembly's Committee on Culture and Education Dinh Cong Sy co-chaired the workshop.
Information presented at the conference indicated that Vietnam had achieved universal preschool education for 5-year-old children since 2010.
The Ministry of Education and Training is currently drafting a National Assembly Resolution on universal preschool education for children aged 3-5 years old.
According to the report assessing the policy impact of the Resolution on universal preschool education for 3-5 year old children, Mr. Nguyen Ba Minh, Director of the Preschool Education Department, Ministry of Education and Training, stated that annually, over 5.1 million preschool children are nurtured, cared for, and educated at 15,256 preschools and 17,444 independent preschool education facilities; the enrollment rate for nursery children reaches 34.6%, and the enrollment rate for preschool children reaches 93.6%.
Early childhood education has gradually overcome difficulties and developed quite comprehensively in terms of scale and school network.
In particular, the successful implementation of the basic objectives of the Project on Universalization of Preschool Education for 5-year-old children has contributed to increasing the rate of children attending school/classes; attracting a large amount of resources to invest in facilities to meet the requirements for solidification and standardization serving the care and education of children in localities.
However, early childhood education still faces many difficulties and major challenges; a significant number of preschool children aged 3 to 4 years old still do not have access to early childhood education, creating inequality in access to education.
Currently, nearly 300,000 preschool children are not attending school, concentrated in disadvantaged and extremely disadvantaged areas, highlands, mountainous regions, border areas, islands, and areas with large ethnic minority populations.
In addition, the conditions for ensuring quality, social mobilization, and diversification of early childhood education school types are still limited, leading to a continued burden on public early childhood education institutions.
The resolution on universal preschool education for children aged 3-5 will focus on addressing three main policy groups: perfecting preferential policies for preschool children in the age group for universal education, ensuring the percentage of preschool-aged children enrolled in preschool education facilities for nurturing, care, and education according to the Preschool Education Program; policies to attract and provide incentives for management staff, teachers, and employees at the preschool level to implement universal preschool education; and investing in the development of the preschool education network, supplementing mechanisms and policies to develop the school network to meet the needs of preschool children.
