
According to the Customs Department, in the past 11 months, Vietnam exported more than 7.53 million tons of rice, worth 3.85 billion USD. Compared to the same period last year, rice exports decreased by 10.9% in volume and 27.4% in value.
The average export price of rice in the first 11 months of 2025 is estimated at 512.1 USD/ton, a decrease of 18.3% compared to the same period last year.
Data from the Vietnam Food Association shows that on November 26th, the export price of 5% broken rice from Vietnam ranged from 359-363 USD/ton, the price of 5% broken fragrant rice was from 420-440 USD/ton, and Jasmine rice was priced at 447-451 USD/ton.
In the domestic market, during the trading week from November 27th to December 4th, the average price of fragrant rice at the field reached 5,804 VND/kg, regular rice was priced at 5,314 VND/kg, milled white rice grade 1 was priced at 9,640 VND/kg, milled white rice grade 2 was priced at 8,950 VND/kg...
Notably, by the end of November 2025, the surplus value from rice exports had sharply decreased by 41%, reaching only $2.33 billion.
According to the report on the production, market, and import/export situation of agricultural and forestry products in November and the first 11 months of 2025 by the Department of Digital Transformation ( Ministry of Agriculture and Environment ), the Philippines is Vietnam's largest rice consumer market with a market share of 39.8%. Ghana and Ivory Coast are the next two largest markets with market shares of 12.8% and 11.5% respectively.
Compared to the same period last year, the value of rice exports to the Philippines in the first 10 months of 2025 decreased sharply by 34.9%. In addition, some markets recorded declines compared to the same period, such as Indonesia (down nearly 96.4%) and Malaysia (down 32.5%).
Increased rice exports to markets such as Ghana (up 52.6%), China (up 165.1%), Bangladesh (up nearly 238.5 times), and Senegal (up approximately 73 times) have offset the decline in markets like Indonesia, Cuba, and Malaysia.
At the 2025 Conference of the Prime Minister's Dialogue with Vietnamese Farmers, Mr. Do Ha Nam , Chairman of the Board of Directors of Intimex Group, stated that in 2025, Vietnam is estimated to export 8 million tons of rice and has the potential to become the world's second largest rice exporter. However, the Vietnamese rice industry is facing many pressing issues.
Mr. Nam pointed out that recently we exported 3 million tons of rice to the Philippines. This is also Vietnam's largest traditional rice export market. However, for the past three months, this country has "closed its doors" and is expected to resume imports of about 300,000 tons in January 2026, after which it will stop again.
What worries him is that with the upcoming Winter-Spring crop, Vietnam will have about 4 million tons of rice. If the Philippine market closes, the price of rice in our country could fall and we will face difficulties.
Given the above situation, Mr. Do Ha Nam proposed that the Government work with the Philippine Government to consider reopening the rice market. In addition, he suggested allowing large enterprises and state-owned enterprises to purchase and stockpile rice for up to six months to prevent further price drops.
In terms of market strategy, the Chairman of the Board of Directors of Intimex Group proposed focusing on West Asian markets such as Iraq and Syria, and African markets. As in last year, the Vietnamese government signed a partial agreement with the Bangladeshi government, helping to alleviate difficulties for rice exports.
