New phase of grassroots cultural, sports and media activities

From July 2025, Nghe An will enter the stage of arranging and perfecting the culture - sports - media system according to the two-level local government. Along with transferring the centers to the commune level for management, Nghe An is preparing to form commune-level Public Service Centers, including the fields of culture - sports - media and tourism.

Efforts to maintain operations during the initial stages of the arrangement

Implementing the direction of the Ministry of Culture, Sports and Tourism, from July 1, 2025, Cultural Centers or Cultural - Sports Centers will be transferred to the commune level for management. These units are responsible for organizing cultural, artistic, and sports activities, visual propaganda, mobile propaganda, maintaining clubs, hobby groups, and other forms of entertainment for the people.

In fact, in the first months of implementation, the culture, sports and media sectors in many localities encountered many difficulties. In the old Vinh city, the City Culture, Sports and Media Center is currently managed by the People's Committee of Truong Vinh Ward. "From July to October, the media sector still operates inter-ward, while culture and sports mainly serve within the ward. In wards that do not have their own centers, operations are very difficult due to the lack of specific mechanisms," said Mr. Vu Hong Duc - Deputy Director of the Center.

In the old Quy Hop district, the situation is similar. Mr. Ha Huy Nham - Director of the Quy Hop Commune Culture - Sports and Communication Center said: "The district center has moved to Quy Hop commune but still operates inter-commune, especially the media department still tries to reflect information for the whole region. However, organizing events, holidays or mass movements is difficult due to lack of funding and confusion about the mechanism."

Despite the difficulties, in many localities, grassroots cultural officials still make efforts to maintain the "lifeblood" of the spiritual life of the people. For example, in Nghi Loc commune, despite limited funds, cultural officials still coordinate with organizations to organize activities to welcome the Party Congresses at all levels, visually promote with banners, billboards, and slogans on the main roads of the commune; at the same time, maintain cultural and sports exchanges in residential areas.

We determined that, even though the apparatus had changed, people still needed a spiritual playground. Sometimes it was just a singing practice session at the village cultural house, a small tug-of-war tournament or a cultural night to welcome the Party Congress, but that helped unite the community and made people excited.

In Mon Son commune, despite the large workload, the staff still proactively maintain cultural activities at the grassroots level. “We keep in mind not to let the movement be interrupted. If there is a shortage of people, we mobilize the youth union and women's association to join in. On every major holiday, especially to welcome the Party Congress, the commune tries to have at least one concentrated activity so that people feel they can participate and live in the common atmosphere of the locality,” said Mr. Nguyen Nam Giang - Head of the Culture - Social Department of Mon Son commune.

Preparing to establish the Public Service Delivery Center

From the end of October 2025, according to Official Dispatch No. 7371/SNV-TCBC of the Department of Home Affairs, Nghe An is preparing to establish a Public Service Center at the commune and ward levels in two areas: agricultural extension and culture - sports - media - tourism . This is the next step in the process of streamlining the apparatus, linking public service activities with the practical needs of the people.

However, the requirements for this new model are much higher: from operational capacity, flexibility to multi-disciplinary coordination. Currently, most communes and wards have developed projects to establish centers; the handover of facilities, finance, and personnel is awaiting approval from relevant departments and branches.

According to the project, each Commune-level Public Service Center only has about 3-4 people in charge of the entire culture - sports - media - tourism sector, while the workload is very large: organizing cultural and sports movements, managing cultural houses, maintaining the broadcasting system, producing news and articles, coordinating the organization of festivals, preserving relics, developing community tourism, etc.

Mr. Ha Huy Nham said: “Before the separation, the Quy Hop Commune Culture, Sports and Communications Center had 25 people. If divided into 7 communes, each commune would only have 3-4 staff. Thus, the human resources are thin and lack deep expertise, especially in the field of communications.”

An officer in charge of the Tan Mai Ward Culture, Sports and Communications Center added: "In the near future, the human resources for cultural, sports and traditional work in each commune and ward will only be 3-4 people, but they have to take on about 30 job positions, so the actual implementation will be very difficult."

It is necessary to synchronize the stages for the new model to come into reality.

According to the Department of Culture, Sports and Tourism of Nghe An, transferring cultural, sports and communication activities to the commune level is a correct policy, consistent with the spirit of streamlining the apparatus. However, for the new model to be effective, careful and synchronous preparation is needed from the organization, personnel to the operating mechanism.

Ms. Tran Thi My Hanh - Director of the Department of Culture, Sports and Tourism said: "In the first phase, commune-level centers will take on many tasks while human resources are limited. The Department will coordinate with the Department of Home Affairs and localities to review and provide specific guidance on personnel structure and financial mechanisms; at the same time, open professional training courses for staff, especially on multimedia communication skills, cultural institution management and community event organization."

The establishment of the Public Service Centers at the commune and ward levels is not only a change in organization, but also a strategic restructuring step. With a clear legal framework and a team of well-trained staff, these centers will become the connection point between the government and the people, a place to gather and spread the values ​​of culture, sports, media and grassroots tourism.

Although the initial phase still has many challenges – from human resources, funding to organizational models – this is also an opportunity for localities to look back, innovate their methods, and move towards more professional and sustainable management. Many grassroots cultural officials shared that in difficult times, they are more aware of their role in "keeping the fire" for the community's spiritual life. "If everyone makes an effort and each locality takes the initiative, the new model will gradually become routine, bringing practical benefits to the people," Ms. Hanh emphasized.

Reforming the apparatus is necessary, but the most important thing is not to let the cultural - sports - media life at the grassroots level be interrupted. From the persistent efforts of the cultural officers of communes and wards today, it can be believed that when the model of the Public Service Supply Center is put into stable operation, a new look - dynamic, closer to the people and more sustainable - will be formed, contributing to enriching the spiritual life of the people of Nghe An in the new period./.
