Poverty Reduction - From Policy to Life: Community Responsibility (Part 2)

Responding to the Prime Minister's movement "The whole country joins hands for the poor - No one is left behind", Tay Ninh not only promptly and adequately brings the Party and State's preferential policies to the poor, but also implements many good models and creative ways in poverty reduction. Accordingly, from 2021 to present, the province has reduced the number of poor households from 8,371 to 2,613 after the merger.

Lesson 2: Community Responsibility

With a sense of responsibility and a command from the heart towards the disadvantaged in society, the entire political system and all classes of people have joined hands to support, give trust and opportunities for the poor to escape poverty and stabilize their lives.

Sharing shelter

For the poor and families in difficult circumstances, having a decent house, free from "rain and wind" is the biggest desire, but not everyone can realize this dream.

Ms. Tran Thi Le Nga (living in Can Duoc commune) choked up: “Without a stable job, income comes one day and goes the next, so the family has been saving for a long time but still does not have enough money to rebuild a new house. The walls and the corrugated iron roof are damaged, and the foundation is low, so when it rains heavily, water floods the house. In 2023, with support of 50 million VND, combined with the savings, my family was able to build a new house with an area of 60 square meters .”

Ms. Tran Thi Le Nga (living in Can Duoc commune) now has a spacious house thanks to the help of local authorities and philanthropists.

Support for the construction and repair of charity houses and Great Solidarity houses for the poor is not simply material support but also shows the sharing of all levels and sectors. In recent times, Long An (old) and Tay Ninh (old) provinces have both had effective ways to effectively implement the Program "Eliminate temporary houses and dilapidated houses" for the poor and families with difficult housing circumstances. Thereby, Tay Ninh (old) province completed 594 Great Solidarity houses for the poor (464 new houses, 130 repaired houses). Long An (old) province completed the construction of 330 Great Solidarity houses (310 new houses, 20 repaired houses) for the poor, with a total cost of more than 25.6 billion VND.

The family of Ms. Le Thi Mong (residing in Vinh Hung commune) is a near-poor household, receiving support to build a house from the "Eliminate temporary and dilapidated houses" program. Accordingly, she received 80 million VND from benefactors, and was supported by the local militia with construction labor. Ms. Mong said: "This year, I am 80 years old and finally get to live in such a spacious and clean house. Until now, I did not dare to dream because I was not able to pay for daily meals, let alone get money to build a house. I am very happy to have a spacious house!"

Ms. Le Thi Mong (residing in Vinh Hung commune) is a near-poor household, receiving support to build a house from the program "Eliminate temporary and dilapidated houses"

A notable point in the journey to eliminate temporary and dilapidated houses in the old Long An and old Tay Ninh provinces is the mobilization of the joint efforts and contributions of the entire political system and all classes of people. Typically, the Labor Federation with the Trade Union Shelter model mobilized and built 22 houses worth 1.08 billion VND for union members in difficult circumstances; the Youth Union mobilized and donated 10 Charity houses and 7 Red Scarf houses, totaling 1.4 billion VND; the Farmers' Association with the Farmers' Shelter model mobilized and donated 24 houses for union members in difficult circumstances, with a total cost of more than 2.35 billion VND;...

The Farmers' Association with the Farmers' Shelter model has mobilized and built 24 houses for members in difficult circumstances with a total cost of more than 2.35 billion VND,...

Each completed house means a dream come true. The joy of families with preferential policies and the poor living in a new, spacious, clean house is also the common joy of all levels, sectors and the whole society. This is a way to add strength and will to the disadvantaged to strive to rise up in life.

Capital of affection

As the Head of the Women's Union of Bau Nau Hamlet, Vinh Hung Commune, Ms. Le Thi Huong understands the circumstances of each poor, near-poor and newly escaped-poverty household. From there, she always worries about finding solutions to help the poor have conditions to develop production. Ms. Huong confided: "Depending on each poor and near-poor household, we will have different ways of supporting them.

Specifically, for the poor, the lonely, the sick, and those who are no longer able to work, gifts will be given, charity houses and Great Unity houses will be built. For the poor who are still healthy, conditions will be created to access preferential loans to buy means and breeding animals for production. In the past time, the Association has maintained the model of raising pigs, contributing revolving capital, helping each other buy health insurance, etc. Through these models, every year, the Association reduces at least 1 poor household. Up to now, the Association has 37 members, including 1 poor household and 2 near-poor households.

Despite being hard-working and diligent, the family has a person with a terminal illness, 3 children of school age, and a wife who is often sick, so the family of Mr. Tran Phuoc Xuyen (residing in Long Hiep commune (old), now My Yen commune) is always in a state of "lack of money".

Sharing this situation, the commune considered Mr. Xuyen's family as a poor household to enjoy preferential policies of the Party and State for the poor such as health insurance cards, exemptions and reductions in electricity bills, tuition fees, social policy credit loans, etc. And thanks to this preferential policy, Ms. Nguyen Thi Tham (Mr. Xuyen's wife) was able to buy a sewing machine and a sugarcane juice cart to make a living.

Mr. Nguyen Chi Cong (left, residing in Tra Vong commune) rose up to escape poverty with will, determination and timely support from functional agencies.

Feeling sorry for the poor, kind-hearted couple, neighbors often came to support and help, sometimes a few kilos of rice, sometimes a box of noodles or some new clothes for the children at the beginning of the new school year. The commune also mobilized a household near their house to lend Mr. Xuyen space to open a car repair shop, a clothing repair shop, thanks to which, he saved about 3 million VND/month.

Mr. Xuyen said: “To have a stable life and escape poverty, my family is grateful for the help of the local government and neighbors. It is that support and affection that gives my family more confidence and motivation to rise up and escape poverty.”

Similar to Mr. Xuyen, Mr. Nguyen Chi Cong (residing in Tra Vong commune) rose up to escape poverty with will, determination and timely support from functional sectors. Mr. Cong said: “In Tra Vong land, farmers mainly grow cassava and raise cows. In the past few years, cassava prices have dropped, my family has suffered heavy losses. Worried about not having capital to reproduce, my family received support from the Social Policy Bank to borrow 50 million VND. From this seed capital, my family invested in raising cows and improving the land, thanks to which we have a stable life like today.”

Mobilizing many resources to join hands to care for the poor with the determination to not leave anyone behind is the consistent motto in implementing sustainable poverty reduction work in localities. Thereby, not only the poor have the conditions to escape poverty and stabilize their lives, but many applications to escape poverty have also appeared. This further proves that the poverty reduction policies of the Party and State have really entered life, arousing the will and determination of the poor to escape poverty./.

Each completed house means a dream comes true. Then, the joy of policy families and the poor living in a new, spacious, clean and beautiful house is also the common joy of all levels, sectors and the whole society. This is a way to add strength and will to the disadvantaged to strive to rise up in life."
