On the morning of May 9th, a monitoring delegation from the Legal Affairs Committee of the Provincial People's Council, led by Mr. Nguyen Ngoc Tien, Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Department, and Head of the Legal Affairs Committee of the Provincial People's Council, conducted a monitoring session on the implementation of legal regulations in the state management of certain industries and businesses subject to security and order conditions at the Provincial Police Department from 2021 to 2023.

According to the report, in Thanh Hoa province, 13 out of 22 business sectors have operating establishments, with a total of 3,839 businesses meeting security and order requirements and granted certificates of eligibility under the management authority of the Thanh Hoa Provincial Police. These include 1,326 accommodation service businesses; 687 karaoke service businesses; 381 pawnshop businesses; and 163 businesses using industrial explosives...

The situation regarding violations of the law and criminal activities occurring in businesses subject to security and order regulations remains complex. Some businesses operate without the required licenses or certificates, or commit violations during the course of their operations, or allow individuals to exploit the premises for criminal activities and violations of the law. Through inspections conducted from 2021 to 2023, the Provincial Police discovered 2,157 violating establishments, resulting in fines totaling 10.9 billion VND.

During the meeting, members of the supervisory delegation and relevant agencies discussed and analyzed the situation, clarifying the responsibilities of each sector, and subsequently proposed coordinated solutions to improve the effectiveness of state management over certain sectors and businesses subject to security and order conditions.

Concluding the working session, Comrade Nguyen Ngoc Tien, Head of the Provincial Party Committee's Internal Affairs Department and Head of the Provincial People's Council's Legal Affairs Committee, highly appreciated the state management work of the departments, agencies, and People's Committees at all levels in the province regarding conditional investment and business sectors related to security and order. He noted that the police force played a core role, effectively advising the Provincial People's Committee on the implementation and proposing many effective solutions to prevent and combat acts of exploiting conditional investment and business sectors for criminal offenses and violations of the law.

Pointing out some shortcomings and limitations in the management work of functional agencies, the Head of the Provincial Party Committee's Internal Affairs Department and the Head of the Provincial People's Council's Legal Affairs Committee suggested that, in the coming time, Party committees, governments, sectors, and functional agencies should continue to strengthen the thorough understanding of the Party's guidelines and regulations, and the State's policies and laws on ensuring security and order in general, including the state management of investment and business sectors subject to security and order conditions; thereby clearly defining the responsibilities of Party committees, governments, levels, sectors, localities, and units.
Continue to focus on disseminating and publicizing laws in this field so that people and businesses participating in investment and business activities have the opportunity to understand and comply with legal regulations.

For the Provincial and District Police, it is necessary to advise the Provincial People's Committee to direct relevant agencies to strengthen the management of business licensing and reform administrative procedures to serve the people and businesses. Further improve the effectiveness of inspection, examination, and post-inspection work, with a focus on surprise inspections to promptly detect and handle violations; and at the same time, enhance the effectiveness of crime prevention measures, combating various types of crime, especially drug trafficking, illegal lending, human trafficking, and organized crime gangs.

For relevant departments and agencies, it is necessary to strengthen coordination, correctly identify conditional production and business establishments, and prevent distortions during operation; at the same time, improve the effectiveness of specialized inspections and strengthen coordination mechanisms in state management in this field.
Regarding the recommendations of the Provincial Police, especially the legal obstacles and the content of sanctions for certain professions, the supervisory team will take them into consideration and compile a report for the Provincial People's Council.
