Speaking during the discussion on the Draft Law on Organization of Local Government (amended), National Assembly representative Ha Sy Dong (Quang Tri Provincial National Assembly Delegation) stated that practical experience has shown that after the amendment of the Law on Organization of Local Government in 2019, Da Nang City, Ho Chi Minh City, and now Hai Phong City have been allowed by the National Assembly to implement a single-tier urban government system, which has proven to be very effective.
In the current context, as we are carrying out a revolution to streamline the organizational structure, the local government structure also needs to be redesigned to suit the characteristics of both urban and rural areas. This is not contrary to the Constitution.
Therefore, delegate Ha Sy Dong suggested that the drafting agency should study the need to strongly reform the organization of local government in urban areas while it is not yet possible to innovate the local government organization in rural areas to promote development.
Sharing the same view, National Assembly representative Tran Quoc Tuan (Tra Vinh Provincial National Assembly Delegation) argued that while it is not yet possible to reform the local government organization in rural areas, it is necessary to strongly reform the local government organization in urban areas, similar to places that have successfully piloted this. Participating in the debate, National Assembly representative Nguyen Phuong Thuy (Hanoi City National Assembly Delegation) argued that the 2024 Capital City Law, as well as several resolutions stipulating specific mechanisms and policies for certain localities, have stipulated that higher levels can adjust procedures when delegating authority to lower levels in accordance with the Law and Resolutions.
Representative Nguyen Phuong Thuy proposed that the draft Law clearly define the responsibilities and mechanisms for central government agencies to monitor and adjust procedures so that agencies entrusted with authority can effectively implement them.

In her explanation, Minister of Home Affairs Pham Thi Thanh Tra stated that the core focus of the Draft Law on the Organization of Local Government is to define, clarify, and perfect the decentralization, delegation of power, and authorization to local governments to implement the principle of "local authorities decide, local authorities act, and local authorities are responsible." At the same time, it aims to ensure immediate stability to ensure the smooth operation of the local government apparatus during the process of reorganizing and streamlining the organizational structure.
According to Minister of Home Affairs Pham Thi Thanh Tra, in the context of continuing to comprehensively assess the organizational model of the entire political system, the Government proposes to maintain the current model of local government organization as stipulated in the existing law.
If the current system is not temporarily maintained, there will be a disruption in the operation of the local government organizational system and the local government model. For localities currently piloting urban government (without district or ward People's Councils) according to National Assembly resolutions, implementation can continue without any obstacles.
"Furthermore, in the context of streamlining the organizational structure, the Ministry of Interior is coordinating with the Central Organization Committee to conduct a comprehensive assessment and study of the organizational model, including the local government system," said Minister of Interior Pham Thi Thanh Tra, expressing her hope that National Assembly deputies would support the temporary plan to maintain the current system.
