In order for the Civilized Urban Construction Program to not be interrupted in the new context, wards in the province have quickly stabilized their organization and continued to implement the Program in accordance with each residential area.

In the new context after the merger, most towns were merged into communes; many communes were merged into wards. Ward boundaries were expanded, the population was more dense but did not affect much the Civilized Urban Construction Program. Wards continued to implement and mobilized the entire population to participate in the implementation.

In order to complete the 9 criteria and 52 civilized urban indicators, most wards have proactively proposed many solutions to promptly remove difficulties in the early stages of operating the new government.

The content of the Civilized Urban Construction Program continues to be implemented to all people. To achieve the highest efficiency, the Party Committees of the wards have strengthened leadership, direction, mobilized the synchronous participation of the political system, focusing on building wards that meet civilized urban standards.

Currently, the wards are focusing on reviewing the actual level of achievement of each criterion. On that basis, they will develop a comprehensive report and issue specialized resolutions on building civilized urban areas, in which they will propose key implementation solutions, such as: Mobilizing investment resources for urban renovation and beautification, environmental sanitation; implementing a model for building civilized urban alleys and streets; inspecting, handling, and thoroughly clearing violations of urban order and traffic safety. Each task is assigned to cadres and civil servants to develop specific plans for their areas of responsibility.

On the basis of inheriting previous achievements: For example, wards are the result of building civilized urban areas, and communes are building new rural areas, wards continue to launch the Program suitable to the actual context.

The important solution is to continue to strengthen information and propaganda activities through the loudspeaker system, some social networking sites and integrate with meetings of people's groups. Through that, all people can fully grasp the content of criteria and indicators for building civilized urban areas to register to participate in implementation.

Noting that in the work of building civilized urban areas, all levels and functional sectors of the province have been resolutely involved; the strength of great national unity has been mobilized. Looking back over the past 3 years, the two provinces of Thai Nguyen and Bac Kan have issued dozens of directives and instructions related to the content of building civilized urban areas.

The Department of Culture, Sports and Tourism of the two provinces, as the standing agency, has been flexible in organizing propaganda activities to inform and help people fully understand the purpose, meaning and criteria of the Program.

Thousands of documents guiding the implementation of civilized urban construction have been distributed to relevant grassroots cadres. 100% of cadres participating in the work of civilized urban construction at all levels are provided with guidance documents from the Central and the province and participate in professional training courses. The loudspeaker system in residential areas regularly propagates and disseminates the content and criteria for civilized urban construction to encourage all people to implement it.

During the implementation process, the two provinces flexibly integrated with other programs and the Movement "All people unite to build a cultural life". Thereby, mobilizing a large number of people to participate in contributing to the construction of infrastructure, such as: Donating land, contributing to widening roads and alleys; building cultural houses, sports grounds; supporting poor households to build houses, develop the economy to stabilize their lives; establishing cultural and artistic clubs, sports clubs, etc., improving and enhancing the material and spiritual life of the people.

In order for the Program to spread more widely and with quality, Thai Nguyen province continues to effectively implement the goals and criteria; at the same time, focus on finding solutions to remove and complete difficult criteria groups. Wards continue to build a more complete and complete roadmap for building civilized urban areas. Ensure the criteria for synchronous development in all fields, both modern but still preserving the fine traditional cultural identity of the nation.
