The project has been put into trial operation.
The Suoi Hang domestic solid waste treatment system project, former Van Khanh commune - now Tu Bong commune, was approved for investment in 2022. The project covers an area of over 3 hectares, with a total investment of nearly 7 billion VND; the capacity to receive about 59 tons of waste/day; the leachate treatment area is about 100m3 /day and night. This is an important project to treat waste for the locality, minimizing environmental pollution. To date, the project has been completed and is in the trial operation phase. Tu Bong Commune People's Committee - the investor, is inspecting and re-evaluating the entire project to conduct acceptance and handover for use and establish procedures for project settlement.

Along with this project, there are 4 accompanying works including: Drainage system and transformer station; auxiliary items; remaining items and the road to the domestic solid waste treatment area; operation and trial run of the project. These works have a total investment of about 19 billion VND. Up to now, 3 works have been completed and put into trial operation. Currently, there is 1 project to invest in the remaining items and the road to the treatment area that has completed the bidding to select a contractor; the site has also been handed over by the investor for the contractor to carry out the construction of the project. This project needs to clear a part of the site, currently the commune has assigned the Economic Department to receive and implement the next steps.
Mr. Tran Thanh Tien - Head of the Economic Department of Tu Bong commune said: "The Suoi Hang domestic solid waste treatment system project (Tu Bong commune) and 4 auxiliary works that Tu Bong commune People's Committee received and handed over from the Project Management Board of Van Ninh district construction works were previously decided to invest by the People's Committee of Van Ninh district (old). Tu Bong commune People's Committee received and organized the acceptance and established procedures for project approval. This transfer is to carry out the steps of examination, settlement, and operation, but is facing certain difficulties and problems that need to be resolved soon to complete and put the project into official operation".
Need to resolve existing problems soon
It is known that there are currently 3 projects that have disbursed the cost of reviewing and approving the final settlement to the Finance and Planning Department of Van Ninh district (old) but the investor has not yet submitted the completed project settlement documents. Therefore, currently, if the project documents are submitted to the provincial unit to conduct the review and approval of the final settlement, the review cost cannot be paid to this unit, because the project no longer has a capital plan and the spending task has ended. Meanwhile, according to regulations, the approval of the final settlement for the above projects will be approved by the provincial level.
In addition, previously, the People's Committee of Van Ninh district (old) had allocated enough capital for the implementation of 2 projects: Investing in the remaining items and the road to the treatment area; operating and testing the project. However, after implementing the 2-level local apparatus, all capital sources for these projects were transferred to the provincial budget and additional capital sources were not allocated to pay for the completed bid packages. In addition, the People's Committee of Van Ninh district (old) approved the technical economic report documents for these projects. When Tu Bong commune received the handover, some contents of the decision to approve the technical economic report needed to be adjusted, such as: Adjusting the name of the person deciding on the investment; capital source from the district budget to the provincial budget; management form from direct management by the investor to hiring a management consultant... Next, it is also necessary to adjust and supplement the contractor selection plan due to the addition of the management consulting bid package. Therefore, the continued implementation of the project and its accompanying works will face many difficulties in appraisal (re-identifying the appraisal unit because previously this task belonged to the district's functional departments, now it is re-identified by the provincial agency) and approval, leading to slower progress compared to the previously approved plan.
According to Mr. Do Van Thang - Chairman of Tu Bong Commune People's Committee, in order to remove difficulties and obstacles in implementing this project, the locality proposed the Department of Finance to consider submitting to the Provincial People's Committee to assign Tu Bong Commune People's Committee to represent the Provincial People's Committee as the level to decide on investment for the project and the accompanying works previously handed over from the district level. At the same time, arrange the remaining capital for 2 works: Invest in the remaining items and the road to the domestic solid waste treatment area in Suoi Hang with more than 14.3 billion VND; and operate and test the project with nearly 387 million VND so that the Commune People's Committee can continue to disburse for the volume that has been accepted and is preparing for acceptance.
