The project has undergone trial operation.
The Suoi Hang solid waste treatment system project in the former Van Khanh commune (now Tu Bong commune) was approved for investment in 2022. The project covers an area of over 3 hectares, with a total investment of nearly 7 billion VND; a receiving capacity of approximately 59 tons of waste per day; and a leachate treatment area of approximately 100 m³ /day. This is an important project aimed at treating local waste and minimizing environmental pollution. To date, construction has been completed and the project is in the trial operation phase. The People's Committee of Tu Bong commune – the investor – is inspecting and evaluating the entire project to proceed with acceptance, handover, and final settlement of the project.

Along with this project, there are four accompanying works: a drainage system and transformer station; auxiliary items; the remaining items and access road to the solid waste treatment area; and the operation and testing of the facility. These works have a total investment of approximately 19 billion VND. To date, three works have been completed and are undergoing trial operation. Currently, the remaining work, which involves the investment in the remaining items and the access road to the treatment area, has completed the bidding process for contractor selection; the land has also been handed over by the investor to the contractor for construction. This project requires partial land clearance, and the commune has assigned the Economic Department to handle the next steps.
Mr. Tran Thanh Tien, Head of the Economic Department of Tu Bong Commune, said: "The Suoi Hang (Tu Bong Commune) solid waste treatment system project and 4 auxiliary works, which the Tu Bong Commune People's Committee received from the former Van Ninh District Construction Project Management Board, were invested in by the former Van Ninh District People's Committee. The Tu Bong Commune People's Committee received the project, organized the acceptance testing, and prepared the procedures for project approval and settlement. This transition is to carry out the verification, settlement, and operation steps, but is currently facing certain difficulties and obstacles that need to be resolved soon to complete and officially put the project into operation."
The outstanding issues need to be addressed promptly.
It has been learned that there are currently 3 projects for which the verification and approval costs for final accounts have been disbursed to the Finance and Planning Department of Van Ninh District (formerly), but the investors have not yet submitted the final project settlement documents. Therefore, if the project documents are submitted to the provincial-level unit for verification and approval of final accounts, the verification costs cannot be paid to that unit because the projects no longer have a capital plan and have completed their expenditure tasks. Meanwhile, according to regulations, the approval of final accounts for the aforementioned projects should be at the provincial level.
Furthermore, previously, the People's Committee of Van Ninh District (formerly) had allocated sufficient funds for two projects: the investment in the remaining items and the access road to the treatment area; and the operation and testing of the project. However, after the implementation of the two-tiered local government structure, the funds for these projects were transferred entirely to the provincial budget, and no additional funds have been allocated to pay for the completed contracts. In addition, the economic and technical reports for these projects were approved by the People's Committee of Van Ninh District (formerly). When Tu Bong commune took over the project, some aspects of the approval decision needed adjustment, such as: changing the name of the investment decision-maker; changing the funding source from the district budget to the provincial budget; and changing the management method from direct investor management to hiring a management consultant. Additionally, the contractor selection plan also needed to be adjusted due to the addition of a management consultant contract. Therefore, continuing the project and its accompanying works will face many difficulties in the appraisal process (re-identifying the appraisal unit because previously this task belonged to the functional departments of the district, now it is re-identified as a provincial-level agency) and approval, leading to delays compared to the previously approved plan.
According to Mr. Do Van Thang, Chairman of the Tu Bong Commune People's Committee, in order to resolve difficulties and obstacles in the implementation of this project, the locality requests the Department of Finance to consider submitting a proposal to the Provincial People's Committee to assign the Tu Bong Commune People's Committee, on behalf of the Provincial People's Committee, as the investment decision-making authority for the project and accompanying works previously transferred from the district level. At the same time, they request the allocation of remaining funds for two works: over 14.3 billion VND for the remaining items and the access road to the solid waste treatment area in Suoi Hang; and nearly 387 million VND for the operation and testing of the works, so that the Commune People's Committee can continue to disburse funds for the completed and soon-to-be-completed work.
