Contribute to firmly protecting border security

The Provincial Party Committee's Propaganda and Mass Mobilization Department coordinated with Muong Lat district to train and foster professional mass mobilization work for grassroots cadres and prestigious people in ethnic minority areas.

Muong Lat has more than 105km of border with Laos, is home to many ethnic minorities, so there is always a potential risk of insecurity and disorder. Therefore, the work of propaganda and legal dissemination for ethnic minorities is always considered by Party committees and authorities from district to grassroots as an important, regular and continuous task. Accordingly, the district has implemented the project "Improving the quality and effectiveness of propaganda and legal dissemination work in Muong Lat district, period 2023-2027". Targeting especially difficult villages and hamlets, the district has directed relevant departments and offices to organize many propaganda activities, legal dissemination and legal aid for the people.

Head of the Justice Department of Muong Lat district, Lai Pham Son, said: In the past time, the District Legal Dissemination Coordination Council has advised the District People's Committee to direct, guide, and implement legal dissemination work. At the same time, proactively consolidate and perfect the District Legal Dissemination Coordination Council with 22 people; the team of legal reporters has 24 people; the team of legal propagandists in communes and towns has 96 people; 88 grassroots mediation teams, with 456 mediators in villages and hamlets.

In order for the propaganda work to be truly effective, the District Legal Dissemination Coordination Council has selected experienced ethnic minority reporters and propagandists who understand the customs and practices of local people to directly participate in propaganda sessions in local languages... In addition, the forms of propaganda are also diversified such as video presentations, illustrations, and leaflet distribution to create closeness, attract people's attention, and help people remember, understand, and implement easily. The propaganda content focuses on disseminating newly issued laws and regulations, the issues that are of most concern to public opinion, such as the 2020 Law on Residence and some criminal law provisions on drug crimes in 2025.

Commune and town levels focus on disseminating the Law on Marriage and Family, the Law on Road Traffic, the Law on Civil Status, the Law on Land, the Law on Residence, Decree 20/2021/ND-CP dated March 15, 2021 of the Prime Minister on regulations on social assistance policies for social protection beneficiaries; regulations on preventing property theft and fraud in cyberspace; work on preventing pests and diseases for crops, environmental protection, new rural construction, digital transformation... Accordingly, in the first 6 months of 2025, communes and towns organized 46 propaganda and legal dissemination sessions with 7,727 participants; issued 3,427 sets of legal documents for legal reporters and propagandists...

On the other hand, communes and towns also organize flag talks, propagate laws on marriage and family, road traffic, prevention of school violence and school drugs. In particular, propaganda activities and legal dissemination are also carried out through models such as: Legal aid clubs, legal consulting and career guidance clubs, thereby helping ethnic minorities to access and better understand the law.

To improve the effectiveness of propaganda work, Muong Lat district has completed 5 legal consulting and career guidance clubs; communes and towns have established legal propaganda teams located at border posts... Thanks to that, it has helped improve the effectiveness of the quality of propaganda work, legal dissemination to all classes of people, creating consensus in building and firmly protecting security and order in border areas.

With many synchronous solutions, the legal awareness of ethnic minorities in Muong Lat district has been raised. They clearly understand the policies and laws of the State, thereby applying them to life, protecting their legitimate rights and maintaining security and order in the border area.
