
The announcement stated that on June 4, 2025, the City Public Administration Service Center issued Notice No. 166/TB-TTPVHCC on streamlining and shortening processing time for groups of work procedures to achieve the city's GRDP growth target of over 8%.
Accordingly, the City Public Administration Service Center organizes the flow and prioritizes support for receiving dossiers of administrative procedures in the land sector for the group of procedures for registering security measures using land use rights and assets attached to land, which regularly generate large volumes of dossiers.
In addition, the Center has issued Decision No. 731/QD-TTPVHCC dated May 12, 2025 approving the restructuring plan for the process of handling a group of administrative procedures in the field of registration of security measures using land use rights and assets attached to land to prioritize online provision in Hanoi. Individuals and organizations are encouraged to submit online applications and choose to send paper applications by post to the branch of the Public Administration Service Center to complete the reception process and forward them to the competent authority for settlement.
To ensure the legitimate rights of organizations and individuals and prevent the situation of having to go through intermediaries or "paper brokers", the City Public Administration Service Center has directed branches and public administration service reception points to implement the following contents:
Fully arrange reception counters, support staff, pre-booking channels and flexible flow to receive all actual arising records of organizations and citizens, avoid overloading, congestion and long waiting times, forcing people to seek intermediaries.
Publicly post procedures, deadlines, fees, and support phone numbers at all reception points so that organizations and citizens can easily look up and comply with regulations.
Regularly check, monitor, and record feedback from people to promptly correct negative manifestations, harassment, or collusion with intermediary services.
Promote and encourage organizations and citizens to submit applications online, choose to have their applications sent by post instead of having to submit them in person, minimizing opportunities for intermediaries to approach and solicit.
The City Public Administration Service Center recommends that banks, credit institutions, notary offices, and law offices provide clear and transparent information to customers about the forms of direct, online, and postal application submission so that customers can proactively choose and not be led by intermediaries. Absolutely do not introduce, assist, collude, or create conditions for intermediary services to access and manipulate the application processing process for customers.
In case of detecting signs of brokerage, illegal fee collection or causing difficulties to force people to use intermediary services, please promptly report to the Center for coordination and strict handling according to the law.
