These projects are part of the strategic transportation plan, aimed at completing the inter-regional connectivity system and reducing congestion on existing traffic arteries. According to the plan, Hanoi will have 22 bridges and tunnels crossing the Red River, of which 9 have already been built. By 2025, Hanoi is implementing 7 bridges and will continue to include 6 new bridges in the medium-term plan, while also updating and supplementing the plan with 6 more bridges.

Among the proposed investment projects, the area within Ring Road 4 is expected to have two bridge and tunnel projects, while outside Ring Road 4, the Phu Xuyen bridge project is under consideration. The road tunnel project across the Red River on Ring Road 2.5 is one of the key projects with a total investment of approximately 46,534 billion VND.

Hanoi invests over 46,500 billion VND in three more key transportation projects, including a tunnel under the Red River.

The project consists of two sections. The northern section starts from Park Street in the Ciputra urban area and ends at National Highway 5 in Vinh Thanh commune, spanning 5.6 km. This includes a 3.5 km tunnel section with two tunnel tubes, each 15.2 m in diameter and arranged in two levels, with an estimated cost of approximately 21,930 billion VND. The southern section extends 6 km from Linh Nam Street to Ly Thanh Tong Street in Bat Trang commune, including a 3.65 km tunnel section, with a total investment of approximately 24,604 billion VND.

The Khuyen Luong Bridge is another important project, starting from the Tam Trinh - Ring Road 3 intersection and connecting to the Red River riverside heritage route in Hung Yen province . The route is 5.715 km long, of which the bridge section accounts for 5.5 km, comprising two 15m wide sections. The total estimated investment is 11,484 billion VND.

The Phu Xuyen Bridge on the Cho Ben - Yen My expressway is also proposed for investment, with a total length of approximately 18.3 km and a bridge section of 3 km long and 35m wide. The project will play a role in connecting major national highways and expressways such as Phap Van - Cau Gie, Hanoi - Hai Phong, and Hung Yen - Thai Binh , while also reducing traffic congestion on the Phap Van - Cau Gie route. The total estimated investment is approximately 10,000 billion VND.
