With a proactive, creative, and decisive spirit, localities in the province have transformed digital transformation from a slogan into concrete actions, bringing the government closer to the people and businesses through the fastest, most transparent, and convenient services.

Nam Tien Hai commune, a coastal locality traditionally accustomed to a traditional way of life, has become a shining example in the province by identifying digital transformation as its strategic development axis. While previously almost all administrative work relied entirely on manual paper documents, in a short time, the commune has built an astonishingly comprehensive and synchronized digital ecosystem. All incoming and outgoing documents are processed on an interconnected document management software; all officials and civil servants at the one-stop service center regularly use accounts on the Administrative Procedure Resolution Information System; and all officials, civil servants, and public employees have been issued and use specialized digital certificates and digital signatures from the Government. Not only in administration, all schools in the area have implemented electronic communication logs so that parents can receive instant notifications via phone, and the commune health station has adopted electronic health records, connecting data to the national primary healthcare system, allowing people to look up their medical history anytime, anywhere with just a smartphone.

Not stopping at internal applications, the People's Committee of Nam Tien Hai commune proactively signed a comprehensive digital transformation cooperation program for the period 2025-2030 with VNPT Hung Yen, focusing on five major pillars: digital government, digital economy, digital infrastructure and information security, digital society, and digital citizens. Based on this agreement, an action plan was immediately issued with specific tasks, clearly assigning responsibilities, deadlines, and expected outcomes. The criteria for data digitization were strictly defined: "accurate – complete – clean – functional – unified – shared." Each department and unit must register at least one exemplary digital transformation model each year; the Fatherland Front and other political and social organizations are strongly involved, turning digital transformation into a widespread mass movement, from officials to individual households and citizens.

Across the province, the transformation has been synchronized and powerful. Telecommunications infrastructure has made remarkable progress: 100% of communes and wards are covered by 3G/4G; the goal is to achieve over 60% 5G coverage by the end of 2025 and completely eliminate signal blind spots. The dedicated data transmission network of Party and State agencies operates smoothly from the provincial to the commune level, becoming a solid foundation for online meetings, interconnected data sharing, and the deployment of shared applications – seemingly minimal conditions but crucial for moving towards a truly digital government .

Regarding online public services, Hung Yen has fully publicized over 2,160 administrative procedures on the National Public Service Portal and the Provincial Public Service Portal (achieving 100%); notably, nearly 96% of administrative procedure applications have been submitted online by citizens and businesses. This significant figure clearly reflects the change in habits, from queuing at the one-stop service center to completing procedures from home or in the office with just a few clicks. The source information systems, the provincial electronic portal, and the Public Administrative Service Center are all operating stably, promptly meeting the requirements for direction, management, and information provision to the people.

The province has also put into operation six important digital platforms serving socio-economic governance and development; and completed the digitization of a massive amount of data: more than 8.4 million pages of administrative documents, civil registration data, and criminal records have been cleaned, standardized, and connected to the national database. Training and awareness-raising efforts have been unprecedentedly intensified: the "Digital Literacy Program" has attracted approximately 250,000 participants, forming a large force of digital citizens and creating a solid social foundation for digital transformation to not only stop at the government but truly spread to every corner of life.

In the digital economy sector, the figures continue to confirm the right direction: 100% of businesses use electronic invoices; 80% of adults have bank payment accounts; the proportion of e-commerce reaches approximately 5.3% of total retail sales of goods and consumer services. These indicators show that business models, payment methods, and the ability of people in Hung Yen to access technology are changing every day.

Nevertheless, the road ahead still presents many challenges. Financial resources for science and technology and digital transformation remain limited; there is still a shortage of highly skilled IT professionals, especially at the commune level; and the digital skills of some grassroots officials and citizens are uneven. These are the "bottlenecks" that require more decisive, long-term, and coordinated investment.

The People's Committee of Nam Tien Hai commune signed a comprehensive digital transformation cooperation program for the period 2025-2030 with VNPT Hung Yen, focusing on digital government, digital economy, digital infrastructure and information security, digital society, and digital citizens.

Speaking at the conference summarizing the first five months of implementing the two-tiered government model, Ms. Thai Thi Thu Huong, Director of the Provincial Department of Science and Technology, emphasized: “Local authorities need to urgently upgrade infrastructure, information technology equipment, and software systems; complete the connection and data sharing with the Provincial Administrative Procedure Resolution System. Data digitization must be carried out seriously and synchronously; at the same time, review and reorganize the staff according to their expertise to effectively operate the digital platforms.” She also affirmed that only when the infrastructure, data, human resources, and development mechanisms are harmoniously integrated will digital transformation truly become a key driving force in improving state management capacity and the quality of service to citizens and businesses.

After five months, the picture of digital transformation in Hung Yen within its two-tiered local government model has become clear: with ready infrastructure, seamless data flow, skilled personnel, and strong political determination, digital transformation is no longer a slogan but has become a new, modern, and effective governance method. This is the key to building a streamlined, intelligently operating government, with the satisfaction of citizens and businesses as the highest measure, in line with the spirit of "putting the people first" that the Party and State are determined to implement. Hung Yen's digital transformation journey has only just begun, but it is already enough to affirm that with determination and the right approach, no goal is impossible to achieve.
