Speaking to the press on December 11th, Associate Professor Dr. Duong Duc Hung announced that the second phase of construction for Bach Mai Hospital and Viet Duc Friendship Hospital in Ninh Binh province will be inaugurated on December 19th.
After receiving the infrastructure, the hospital quickly deployed equipment installation and tested the operational systems so that it could begin operations no later than the first quarter of next year.
According to the Director of Viet Duc Friendship Hospital, given its status as a leading surgical facility, the opening of the second branch requires many factors: infrastructure, machinery and equipment, human resources, and mechanisms. The hospital must also meet requirements for sterile operating rooms, including air testing before opening operating rooms to ensure infection prevention.

After completing the handover of construction items, the hospital must inspect the entire equipment system, finalize wastewater discharge permits, radiation safety permits, hospital classification, and issue regulations on pricing.
Therefore, by the first quarter of 2026 at the latest, the hospital will begin receiving and treating patients directly.
Associate Professor Dr. Duong Duc Hung stated that the second facility will provide examination and treatment for patients in the local area and surrounding regions. Due to the specific nature of a surgical hospital, out of 10 patients seeking treatment for abdominal pain, only 1 patient requires surgery. Therefore, based on statistics and summaries, the hospital proposed to the Ministry of Health leadership that in phase 1, it should operate at 30% capacity, with approximately 300 beds, to avoid waste and ensure operational capacity. When the number of patients exceeds this limit, the hospital will add more beds.
The Director of Viet Duc Friendship Hospital also shared that, according to geographical statistics, patients in the area surrounding the second facility, with illnesses that can be treated locally, account for approximately 30-35%. Meanwhile, the hospital's overcrowding rate ranges from 20-50% depending on the period. If the hospital operates at its full bed capacity, this will certainly be a great opportunity to alleviate the burden on the first facility.

The Director of Viet Duc Friendship Hospital affirmed that when the second facility becomes operational, the problem of patients sharing beds at the first facility will be reduced, the quality of treatment will improve, and patient satisfaction will increase.
"Currently, patients are satisfied with disease detection and treatment, but not necessarily with the service itself. Through this reduction of overcrowding, the first facility will modernize its professional procedures and improve service quality. Reducing overcrowding increases the interaction time between doctors and patients. This is also an opportunity for the hospital to provide better medical services and service quality, leading to greater patient satisfaction," Associate Professor Hung expressed.
From the patient's perspective, hospital leaders stated that they benefit from the improved service quality at facility 2 compared to facility 1, while the cost of medical examinations and treatments remains unchanged. The total cost for patients will decrease as they no longer have to pay for travel, patient care, food, accommodation, etc.
High-quality personnel were trained and selected six years ago.
Regarding human resources, Associate Professor Hung affirmed that there would be no difference in the quality of medical examination and treatment between the two facilities. Recently, the hospital has been seeking additional human resources, including doctors and nurses, from health-related schools in Hanoi, Ninh Binh, Hung Yen, etc., to recruit, train, and continuously improve the quality of its staff.
“We have been planning for personnel recruitment for six years and conducting high-quality training so that doctors can perform procedures immediately upon operation. We don't allow any deviations in surgery and we don't compromise the quality of our primary facility. For advanced techniques, we will perform them at the primary facility. Therefore, the hospital must establish a specialization system to determine which facility should perform which type of surgery, ensuring the best quality of treatment for patients while reducing the hospital's burden. We are always committed to putting quality first,” Associate Professor Hung said.

According to the hospital's leadership, the medical staff at the second facility numbers approximately 450 people. The equipment at the second facility is new and modern, including some types of equipment not found at the first facility, or some types are available in larger quantities. "We continue to train, recruit, and further develop our medical workforce to improve the quality of our medical personnel, ensuring a high-quality medical team to serve patients, thereby enhancing professional expertise and service quality," Associate Professor Hung added.
Besides professional expertise, the hospital also focuses on training and educating medical staff on medical ethics so that the medical team continues to uphold the hospital's reputation.
The second branch of Viet Duc Friendship Hospital is entering its final phase, and upon handover, there will be no difference in quality between the two facilities. To ensure smooth operation, the hospital has held meetings with the Ministry of Health to propose some special mechanisms.
With the acquisition of the Agricultural Hospital system, Viet Duc Friendship Hospital will have additional facilities and expanded capacity to implement many advanced techniques.
"Currently, the number of patients needing spinal surgery is very large, with waiting lists up to two months long. We have encouraged our surgical team to operate even on Saturdays, but we still cannot meet the demand. If we have more facilities, the first benefit will be for the patients, helping to shorten waiting times," Associate Professor Hung added.
