Hanoi approves over 48.6 trillion VND for "greening" buses.

The Hanoi People's Committee has just approved the allocation of over 48,600 billion VND to implement the "Project for the development of a public transportation system using electric and green energy buses in the city".


The People's Committee of Ho Chi Minh City has just issued a Decision approving the "Project for the development of a public transportation system using electric and green energy buses in the city".

Specifically, the Project outlines a plan and roadmap for the conversion and development of electric and green energy buses in the city, following the roadmap approved by the Prime Minister in Decision No. 876.

The plan proposes a comprehensive set of solutions to ensure the effective implementation of the transformation and development roadmap, aiming to achieve 100% of buses using electric and green energy by 2035.

Notably, Hanoi will switch to electric buses in 2025. Between 2026 and 2035, the city will convert 50% of its buses to electric and 50% to LNG/CNG. The total number of vehicles requiring conversion is 2,051. Of these, 103 vehicles will be converted to electric buses in 2025 (5%); 1,813 vehicles (93.4%) will be converted between 2026 and 2030, including 859 electric and 851 LNG/CNG buses; and the conversion of 2,051 vehicles (100%) will be completed between 2031 and 2025.

From the beginning of 2025, transport units are implementing procedures to invest in and pilot the operation of 5 electric bus routes with 76 vehicles to establish standards and unit prices for medium and small capacity electric buses.

In 2025, the conversion of large diesel buses that have reached the end of their depreciation period and whose contracts have expired will be to large electric buses. The total number of vehicles expected to be converted in 2025 is 103, reaching 5% of the total number of vehicles to be converted.

From 2026, the city will issue economic and technical standards and full unit prices for all types of electric buses. Units will implement the replacement of vehicles that have reached the end of their depreciation period (10 years) based on the actual usage time of the vehicles on each route.

The number of vehicles to be converted is based on the current operational indicators of the route and the daily operating range of existing electric bus types on the market. The total number of vehicles expected to be converted during the 2026-2030 period is 1,813. The conversion rate of vehicles to electric and green energy vehicles is expected to reach 93.4% of the total number of vehicles to be converted by 2030.

The total estimated cost for implementing the plan is approximately 48,625 billion VND. Of this, the city budget will contribute approximately 35,996 billion VND, and the enterprise must self-finance approximately 12,629 billion VND.

According to the Hanoi People's Committee, the shift towards greening the bus system will help attract more people to use public bus transportation services, reduce traffic congestion, traffic accidents, and environmental pollution, create a highlight for the city, and attract tourists to develop tourism.

This will also help improve the quality of the public bus transportation system, transforming the face of urban traffic and changing the traffic culture of the capital. The bus fleet will be developed in a modern, sustainable, and environmentally friendly direction.

The approval of the project also helps businesses providing public passenger transport services by bus to conveniently access policy mechanisms and investment support that are transparent, effective, and efficient in the process of converting and developing electric and green energy vehicles. Understanding the plan, roadmap, and timeline for converting electric and green energy vehicles for the bus routes they operate will enable them to proactively invest in vehicles and infrastructure to support the conversion.

For residents, the provision of electric public transportation services using modern, eco-friendly, and accessible green energy sources like buses reduces traffic congestion, facilitates convenient transportation, and improves the living environment for Hanoi residents.
