The dispatch stated that, in order to strengthen the work of maintaining urban order and ensuring environmental sanitation in the city during the organization of activities to celebrate the 80th anniversary of the successful August Revolution, National Day September 2 and prepare to serve the 14th National Congress of the Party, the 18th City Party Congress, the Department of Agriculture and Environment reviewed and developed a flexible and effective operation plan for centralized waste treatment areas (Nam Son, Xuan Son), ensuring continuous and safe reception and treatment of waste, facilitating vehicles to transport waste to waste-to-energy plants to reduce the amount of waste treated by landfill, avoiding backlog and congestion.
Monitor and strictly control the amount of waste processed daily to ensure accuracy and efficiency; coordinate with the Department of Planning and Architecture, People's Committees of communes and wards to review and arrange waste collection locations and garbage trucks to ensure suitability and not affect the urban landscape.
Continue to advise on innovation of equipment and means for environmental sanitation; invest in modern machinery and equipment, apply new technology in waste collection and transportation; increase investment in management technology, install surveillance camera systems in areas with "black spots" of waste; build a digital data platform to serve the management and operation of urban environmental sanitation effectively and transparently.
Directing to strengthen the maintenance of hygiene and watering of roads on key routes (central areas, routes at risk of pollution due to high traffic volume).
At the same time, coordinate with the People's Committees of wards and communes to propagate and mobilize people not to burn straw, convert livestock farming to reduce emissions, guide the collection and treatment of pesticide packaging, hazardous waste in agriculture, especially in specialized areas and suburban areas.
In particular, strengthen inspection, supervision and strict handling of violations of environmental sanitation regulations, especially in public areas, "black spots" of waste, traditional markets, construction works, key routes... Guide and urge the monitoring of air and surface water quality in key rivers and lakes; promptly issue warnings when detecting risks of pollution exceeding the permissible threshold.
The Department of Construction focuses on strictly handling violations of urban order such as encroachment on roads and sidewalks to store construction materials and construction waste. Organize inspections of construction works, promptly correct violations of construction order and construction hygiene; require investors to strictly implement regulations on ensuring environmental hygiene throughout the construction process.
In particular, strictly handle vehicles transporting construction materials and construction waste without covering and causing spillage during transportation; vehicles and equipment entering and leaving construction sites causing mud and dust to be released onto the streets.
The City Inspectorate shall preside over and coordinate with the Department of Construction, the City Police and the People's Committees of wards and communes to strengthen inspections and thematic checks on compliance with regulations on ensuring environmental hygiene during construction and transportation of construction materials and waste; strictly handle according to authority or recommend competent authorities to handle investors and transport units that violate regulations (not packing, covering, letting things fall and causing dust and environmental pollution), and at the same time inspect, monitor and handle violations of urban order according to regulations.
The City Police in coordination with the Department of Agriculture and Environment and the Department of Construction increased patrols, controls, and set up checkpoints to check vehicles causing environmental pollution and street dust (emissions that do not meet requirements, littering, construction materials, waste soil, and sludge) for timely handling according to regulations.
Strengthen the force to coordinate with local authorities to patrol, detect and strictly punish violations of waste discharge, improper dumping, vehicles transporting construction materials and construction waste without packaging or covering, vehicle owners and investors letting materials and mud fall, causing dust on sidewalks and roads; coordinate with the City Inspectorate, People's Committees of wards and communes to make records, enforce and suspend operations for cases of repeated violations.
The Department of Culture and Sports , Hanoi Radio and Television and the city's press and radio agencies should step up propaganda to raise people's awareness of maintaining urban order and ensuring environmental sanitation. Strengthen supervision of organizations and individuals in environmental sanitation work; reflect and criticize acts that cause environmental pollution and environmental sanitation.
Coordinate with the Vietnam Fatherland Front Committee of Hanoi City to implement community communication campaigns, respond to activities of cleaning streets, clearing sewers, dredging canals. At the same time, preside over and coordinate with the People's Committees of communes and wards to inspect, handle, and dismantle unlicensed, torn, or fallen billboards that destroy the urban beauty.
