The Hanoi People's Committee has just issued Official Dispatch No. 5744/UBND-NC on not collecting paper documents for 25 essential online public services.

This dispatch aims to implement Directive No. 24/CT-TTg dated September 13, 2025 of the Prime Minister on promoting the deployment of technological solutions to serve people and businesses associated with population data, identification and electronic authentication.

In which, there is a request to "not collect paper documents for 25 essential online public services that have been provided in full, replacing them with data mining".

Officials, civil servants, public employees and employees assigned to guide, receive documents and handle administrative procedures at the Public Administration Service Center, branches, public administration service points in the city and at competent authorities shall not collect paper documents for 25 essential online public services, and shall replace paper documents with data mining for document components.

Agencies and units with administrative procedures under their authority shall receive, resolve, organize and implement and be responsible to the City People's Committee for the above content.

Departments, agencies and branches shall review, develop and submit for approval restructuring plans to ensure a legal basis for receiving and handling the entire process of administrative procedures within their fields and scope of management.

The City Public Administration Service Center; People's Committees of communes and wards arrange adequate means, machinery, equipment and human resources to guide and support people who need to carry out administrative procedures at branches and public administration service points.

The city also assigned the city's Public Administration Service Center to strengthen the inspection and supervision of the reception and settlement of administrative procedures at competent agencies in receiving and settling 25 essential online public services; handle or propose handling if detecting cases of non-compliance with the requirements and directions of the Prime Minister and the city.
