During the discussion session, Professor Hoang Minh Son, Director of Vietnam National University, Hanoi (VNU), affirmed that science, technology, and innovation are a special advantage of the city. He proposed that Hanoi should organize an annual thematic conference to comprehensively evaluate the implementation of tasks in this field, thereby creating a foundation for a long-term development strategy.

Professor Hoang Minh Son, Director of Vietnam National University, Hanoi (VNU), also expressed strong support for the policy of relocating universities out of the inner city to provide space and facilities that meet international standards. However, he suggested that the city needs a specific support program to ensure the best learning and living conditions for students during the transition. In particular, he proposed that Hanoi should cooperate with VNU to build key scientific research centers and laboratories in the Hoa Lac urban area, a vast area of ​​over 1,000 hectares. This aims to attract businesses and corporations to invest, thereby forming a strong innovation cluster, leading to sustainable urban development.

Sharing the same view, Mr. Nguyen Thanh Son, Secretary of the Party Committee of the Hanoi University and College Bloc, emphasized the need for the city to provide initial investment for universities. This investment will create the foundation for forming an innovation ecosystem capable of strong dissemination, mobilizing the broad participation of both citizens and businesses in the development of science and technology.
