The decision, signed by Mr. Duong Duc Tuan, Vice Chairman of the Hanoi People's Committee, clearly states: The project, with a length of approximately 770m, is invested by the Hoai Duc District People's Committee. The road is designed according to regional road standards, with a design speed of 50km/h and a cross-section width of 24m.

The main investment items include roadbeds, road surfaces, sidewalks, trees, culverts, drainage systems, lighting, utility trenches, traffic safety, and other auxiliary items.
The route begins at a point connecting to Provincial Road 423 and ends at a point connecting to the access road along the foot of the Day River dike.
The project aims to develop and improve the infrastructure of Hoai Duc district to meet the transportation needs of the people, and to synchronously connect the road network in the area according to the plan for the 692nd Regiment Barracks.
