Hanoi will support vocational training for part-time workers who quit their jobs.

On August 1, the City People's Committee issued Plan No. 220/KH-UBND on organizing vocational training, retraining and job creation for cadres, civil servants, public employees, contract workers and part-time workers who quit their jobs due to organizational restructuring in administrative units at all levels of Hanoi city.

The scope of implementation is agencies and units in the political system of Hanoi city for employees who have quit their jobs due to organizational restructuring and are working at Party, government, Fatherland Front agencies and socio-political organizations from the city to the commune level of the capital who need to be trained, retrained and have jobs.

The plan encourages cadres, civil servants and workers to participate in vocational training, job conversion, self-employment, production and business or immediately participate in the labor market in accordance with their capacity, experience and business needs.

Regarding vocational training support policies, based on the number of redundant cadres, civil servants, public employees and contract workers, the People's Committee at the commune level shall review the vocational training needs of those who have left their jobs due to reorganization, prioritizing training in industries and occupations that are in high demand by society and the market; suitable to the basic knowledge of course participants, suitable to the development needs of the locality.

For those who need long-term vocational training, priority is given to training in new industries and occupations. For those who need immediate employment, vocational training at the elementary level, under 3 months; for those who need sustainable work and new industries and occupations, vocational training at the intermediate level is given.

Colleges and vocational secondary schools in the city coordinate with communes and wards to develop programs and plans to open vocational training and retraining classes according to the registration list of communes and wards. The support level for employees participating in unemployment insurance who are eligible for vocational training support is implemented according to the provisions of Clause 1, Article 3 of Decision No. 17/2021/QD-TTg dated March 31, 2021 of the Prime Minister .

For workers who are not eligible for vocational training support from the Unemployment Insurance Fund (part-time workers do not participate in unemployment insurance), the City People's Committee submits to the City People's Council a Resolution on policies to support vocational training at intermediate and elementary levels, under 3 months.

Policy to support job creation, free career counseling and orientation and job referral; deploy loans to create jobs from the city budget entrusted through the Social Policy Bank.

The City People's Committee assigns the Department of Home Affairs to preside over and coordinate with departments, branches, sectors, commune-level People's Committees and relevant units to implement this Plan; Commune-level People's Committees develop a plan to organize and effectively implement the City People's Committee's Plan, in accordance with local realities; promote the dissemination of the Plan's contents through local mass media.
