On March 28, the Steering Committee of the Hanoi Party Committee's Program No. 06-CTr/TU on "Developing culture, improving the quality of human resources, and building elegant and civilized Hanoi people in the period 2021-2025" (Program 06) held a conference to summarize the program.
Program 06-CTr/TU is one of the 10 major work programs of the Hanoi City Party Committee, 17th term.
Program 06-CTr/TU for the period 2021-2025 was issued with 18 targets, 51 projects and plans; and 22 projects and project groups focusing on three program contents: Cultural development; Improving the quality of human resources; and Building elegant and civilized Hanoi citizens.
To date, 18 out of 18 targets of the program have been met according to the annual plan, with 2 targets exceeding the plan.
Program 06 focuses on directing and effectively implementing activities linked to the "National Unity in Building a Culturally Rich Life" movement, with a focus on building new rural areas and civilized urban areas through specific contents such as building culturally exemplary families; building a cultural environment in the community with models of villages and residential areas based on the "5 No's, 3 Cleanliness" principles; building a cultural environment in agencies, units, and businesses; and building a cultural environment in schools...
In addition, Program 06 is also implemented in conjunction with the goal of developing the cultural industry and a creative city. The city has organized four creative design festivals and implemented initiatives to join UNESCO's "Creative Cities" network...
The city has mobilized resources from society to participate in the development of the cultural industry and achieved positive results. The capital's tourism industry has developed tourism products that offer new and attractive experiences for tourists, especially nighttime tourism activities.
The city has also been honored with numerous awards as a leading cultural and tourism destination in Vietnam and Asia, presented by the World Travel Awards; affirming Hanoi's position, image, and tourism brand on the international stage, aiming to attract and revive foreign tourists to the capital in the coming years.
Training human resources, especially high-quality human resources, has been identified by Hanoi as a breakthrough area, contributing to creating an important foundation for the capital city to implement industrialization, modernization, and comprehensive, rapid, and sustainable development.
The city has directed and implemented the construction of many new models and proposed solutions to improve the quality of mass education and the quality of advanced education; focusing on innovating curricula, teaching methods, testing, and evaluation...
The high school graduation rate in 2021 reached 99.45%, ranking 24th nationwide; by 2024, it is expected to reach 99.81%, ranking 11th nationwide (an increase of 13 places compared to 2021).
The quality of advanced education has yielded outstanding results. Students in Hanoi continue to achieve remarkable accomplishments, affirming their leading position nationwide with numerous national and international awards in various exams and competitions.
The Hanoi Party Committee pays special attention to building the character of Hanoi people in the process of building and developing the capital city. This is considered one of the five main tasks set forth in the Resolution of the 17th Congress of the Hanoi Party Committee (2020-2025 term) and has been actively participated in and supported by all levels, sectors, and the entire population.
Integrating codes of conduct into daily life creates a unique cultural identity for the capital city. Many effective models and movements have been implemented, such as the "Skilled Mass Mobilization" model linked to patriotic emulation campaigns and movements; the "National Unity Day" in residential areas discussing solutions for implementing civilized lifestyles in weddings and funerals, and ensuring social welfare...
The city continues to innovate and effectively promote the education of elegant and civilized lifestyles, linked with the education of life values for students in secondary schools. The quality of cultural models and the implementation of codes of conduct in schools are improved through the project "Building a Culture of Conduct in Schools" and the set of criteria for "Happy Schools."
However, alongside the achievements, there are still limitations that need to be addressed promptly. In some places, the implementation of the contents has not been highly effective and remains largely superficial; coordination among some agencies and localities has sometimes been inconsistent and ineffective; and preferential policies to facilitate the development of cultural industries have not been supplemented and perfected in a timely manner…/.
