The Hanoi Department of Education and Training will also coordinate with relevant units to prepare a plan for admission to grade 10 of high school from the 2025-2026 school year according to the orientation of capacity assessment, in accordance with the 2018 General Education Program.

At the same time, strengthen the application of information technology and digital transformation to research and develop tools to support the organization of exams, especially tools to confirm online admission to grade 10 of high schools to facilitate students and their families; deploy online registration for admission to private high schools.

Previously, when public opinion was noisy about the overload in enrollment in grade 10 in 2023, in a report sent to the Hanoi People's Committee and the Ministry of Education and Training, the Director of the Hanoi Department of Education and Training said that every year due to the mechanical population growth, the number of students applying for grade 10 in the area increased rapidly, while the number of newly built and supplemented schools and classes could not meet the needs of the people.

Hanoi City and the education sector have also made efforts to ensure that the rate of students enrolling in public high schools is about 60%, ensuring compliance with the regulations in Resolution 35/NQ-CP and Decision No. 522/QD-TTg of the Prime Minister .

The Hanoi Department of Education and Training has proposed to the Ministry of Education and Training to allow Hanoi to have a special mechanism for 10th grade enrollment. Specifically, it is allowed to increase the number of classes/school by 10% (from 45 classes/school to 50 classes/school); and allowed to increase the number of students/class by 10% for high school. According to current regulations, the number of students in high school is 45 students/class, it is proposed to increase to 50 students/class.

Hanoi also proposed that the Ministry of Education and Training allow localities to replace land area/student with usage area/student. The Ministry of Education and Training needs to develop programs and plans to promote vocational education and annual and medium-term streaming as a basis for localities to implement.

The Hanoi Department of Education and Training also recommended that the City People's Committee and districts, towns and cities increase investment in facilities and training equipment for vocational education institutions, continuing education centers and vocational education because these institutions currently still have many limitations compared to the requirements and demands for training quality of the capital's labor market, especially in new professions.
