Hanoi requests review of cracked mini apartment files

Hanoi People's Committee assigned Thanh Xuan district to review the survey, design, licensing and construction documents of mini apartment building No. 22, alley 236/17, Khuong Dinh street.

In a document issued on March 1, the city requested Thanh Xuan district to clearly identify the cause of the apartment building cracking incident, handle the responsibilities of related organizations and individuals; stop using the building, isolate dangerous areas, move people and property; and support temporary accommodation arrangements for households during the relocation period.

Thanh Xuan District is also assigned to organize on-site management, monitoring, and surveillance to detect, warn, and promptly handle adverse situations that could cause insecurity for mini apartments and neighboring structures.

The Department of Construction will preside over a city-wide review of multi-storey and multi-apartment housing; carefully evaluate and analyze the legal nature, land management, and construction investment; thoroughly handle construction works that violate construction order, and recommend competent authorities to handle violations of fire prevention and fighting.

Mini apartment building No. 22, alley 236/17, Khuong Dinh street, 8 floors high, each floor has about 7 apartments. The first floor is used as a parking lot, with elevators and stairs to each floor. All apartments have been sold by the investor to households and put into use since 2017. Initial information, this building has been granted a red book, and households buying apartments are co-owners.

On February 24, hundreds of residents were evacuated when cracks were discovered on the first floor columns. Mr. Nguyen Hong Phong, Head of the Management Board of the mini apartment building, said that the two columns in the middle of the building were cracked and lost their load-bearing capacity. The four columns around the house and the load-bearing beams were also affected. The repair cost is about 4-5 billion VND and the reinforcement process will take many months.
