On the morning of November 3, according to a quick report from the Standing Office of the Command for Natural Disaster Prevention and Control (Civil Defense Command of Ha Tinh province) on the flood situation in the province, as of 7:00 a.m. the same day, the whole province of Ha Tinh still had more than 5,300 flooded households.

Most of the flooded households are concentrated in the downstream of Ke Go Lake, including 2,434 households in Cam Due commune, 2,184 households in Cam Binh commune, 227 households in Cam Xuyen commune, 520 households in Ha Huy Tap ward... In addition, some inter-village and inter-commune traffic routes are partially flooded.

According to the report from the Department of Education and Training, the whole province has 34/676 educational establishments with 18,464 students having to stay home from school. Of which, the preschool, primary and secondary schools have 28 schools with 13,417 students; the high school sector has 3 schools with 3,528 students; the rest belong to a number of continuing education centers, vocational secondary schools and colleges in the area.

The cause is that the heavy rains and floods in recent days have caused many inter-village and inter-commune roads to be partially flooded, making traffic difficult; some residential areas and schools have been isolated, and many schools are deeply submerged in water.
