On the morning of October 31, the leader of Ky Khang Border Guard Station (under the Border Guard Command of Ha Tinh province) said that due to the impact of heavy rain, hundreds of cubic meters of rock and soil on the cliff were seriously eroded, spilling onto the coastal road connecting Ky Khang commune and Hai Ninh ward, stretching about 30 meters.
The incident completely cut off traffic through the area, making it impossible for vehicles to pass.

Immediately after receiving the information, Ky Khang Border Guard Station coordinated with local authorities and functional forces to quickly set up barriers and warning signs at both ends of the scene, and set up checkpoints prohibiting people and vehicles from passing through to ensure safety. At the same time, mobilized human resources and vehicles to dig and excavate rocks and soil to soon clear the route.

A landslide occurred on the road connecting the North-South Expressway to National Highway 1 through Ky Anh commune, causing hundreds of cubic meters of rock and soil to flow down, blocking the road, making it impossible for people and vehicles to pass.

The commune police coordinated with the Traffic Police Department of Ha Tinh Province to place warning signs and prohibit traffic through this area to ensure safety.

* By the morning of October 31, due to prolonged heavy rain combined with rapidly rising tides, many households were flooded.

In some low-lying residential areas, along rivers and streams in the communes and wards of Song Tri, Hoanh Son, Vung Ang, Hai Ninh, Cam Due, Cam Lac, Ky Hoa, Ky Anh, Ky Lac, Ky Thuong, etc., water flooded into people's houses, many roads were flooded from 0.3 to nearly 1 meter deep.

Faced with the complicated developments of the floods, local authorities, police and military forces quickly assisted people in areas at risk of dangerous floods to evacuate to safe locations; move and raise furniture and property to prevent flooding.

Due to heavy rain, Con Tre Lake (Vung Ang Ward) has a landslide of about 2-5m wide, causing water to flow out of the lake, posing a potential safety risk to downstream residential areas.

As of 9:00 a.m. this morning, 51/676 educational institutions in Ha Tinh province (with 36,768 students, 1,022 classes) had allowed students to stay home from school due to the impact of floods.
