Accordingly, Mr. Le Ngoc Chau, Chairman of Hai Phong City People's Committee and the working delegation inspected the preparations for the groundbreaking ceremony of Hai Duong Nam Station (Lao Cai - Hanoi - Hai Phong high-speed railway project); National Highway 37 bypass project through Gia Loc town (section connecting Thong Nhat bridge/National Highway 37 with Ring Road I); Martyrs' Temple and Cultural Park; Project to build a bridge over Thai Binh River and access road belonging to Ring Road I of Hai Duong city (old) (section from Provincial Road 391 to Provincial Road 390C) and upgrade and expand Provincial Road 391 from Hai Duong city (old) to East - West axis.
Accordingly, the working delegation conducted a field survey, listened to reports from representatives of investors, leaders of city departments, agencies, local authorities, and construction units on construction progress, site clearance work, and made recommendations and proposals for solutions to speed up the implementation of works and projects.
Concluding at the inspection point of the preparation for the groundbreaking ceremony of Hai Duong Nam Station (Lao Cai - Hanoi - Hai Phong high-speed railway project), Mr. Le Ngoc Chau emphasized: This is a national key project, when completed, it will contribute to completing the city's traffic network, ensuring effective connection of domestic and international railway networks. The project creates an important driving force to promote growth and socio-economic development of the city. At the same time, Hai Duong Nam Station is also one of the locations chosen for the groundbreaking ceremony of the project, scheduled to be held on December 19.

Representatives of the Party Committee and authorities of Gia Loc and Yet Kieu communes pledged to step up propaganda and mobilize people to hand over land for project implementation, striving to complete site clearance by November 15 at the latest.
Regarding the location of the groundbreaking ceremony, the Chairman of the City People's Committee requested the investor to promptly select a suitable location and coordinate with the event organizer to develop a plan and script for the groundbreaking ceremony to ensure solemnity and impression.
For the National Highway 37 bypass project through Gia Loc town (the section connecting Thong Nhat bridge/National Highway 37 with Ring Road I), the total route length is 5.42 km, passing through Gia Loc commune and Thach Khoi ward. The total investment of the project is 612.1 billion VND. The project started in August 2025 and is expected to be completed in December 2025. However, due to the locality's slow implementation of the resettlement project, the project is currently facing difficulties in site clearance related to 81 households with residential land in Gia Loc commune.

To ensure project progress, Mr. Le Ngoc Chau requested Gia Loc commune to seriously learn from experience in project implementation, especially projects with resettlement arrangements that need to be "one step ahead" in site clearance.
In the coming time, Gia Loc commune will be one of the localities implementing many projects, so the Party Committee and the commune government need to quickly develop a specialized resolution on solutions to promote site clearance work in the commune.
Regarding the project of the National Highway 37 bypass through Gia Loc town, Mr. Le Ngoc Chau requested the Departments of Agriculture and Environment, Construction, and Finance to urgently guide and support Gia Loc commune to complete the procedures for implementing the resettlement project, which will be completed by November 10 at the latest. Gia Loc commune focuses on speeding up site clearance work, to be completed in November 2025. The project investor actively directs, the construction unit mobilizes human resources, equipment, and materials to speed up implementation, striving to open the road to traffic before the Lunar New Year 2026.

The investment project to build the Martyrs' Temple and Cultural Park was built in Tan Hung ward with an area of about 2.5 hectares. The total investment of the project is 200 billion VND. Regarding the site clearance, 2 graves and 1 household with agricultural land have not been relocated.
After the inspection, the Chairman of Hai Phong City People's Committee requested the project investor to coordinate with Tan Hung Ward to focus on propaganda and mobilization of households to complete site clearance before the Year of the Horse. The project investor urgently selected a contractor to construct the construction package to start construction next December.
At the project to build a bridge over the Thai Binh River and the access road of the old Hai Duong City Ring Road I, from Provincial Road 391 to Provincial Road 390C, the total length is 2.47 km. The bridge over the river is 663.6 m long, the width of the bridge is 22.5 m, including 4 lanes for motor vehicles and 2 lanes for mixed vehicles; the road section is of the scale of a class III road (roadbed 12 m wide and road surface 11 m wide); design speed is 80 km/h. The project has a total investment of 1,228.2 billion VND, and was started on August 19. The project implementation period is 2024 - 2027. The project is facing difficulties related to site clearance in Tan Hung and Nam Dong wards as well as difficulties related to the relocation of the power plant.
Regarding the relocation of power lines within the scope of the project, Mr. Le Ngoc Chau assigned the Tay Hai Phong Construction Investment Project Management Board to coordinate with the Departments of Agriculture and Environment, Industry and Trade, Construction, Finance and Hai Phong Electricity One Member Co., Ltd. to urgently complete the documents and settlement plan before November 10 to soon relocate and hand over the construction site. The authorities of Tan Hung and Nam Dong wards will step up propaganda and mobilize households with land related to the project to hand over the site in November 2025. In the process of site clearance, localities need to ensure the maximum rights of people whose land is recovered and implement it synchronously and consistently.
The Thai Binh River Bridge construction project is an architectural competition project, therefore, the Chairman of the City People's Committee requested the construction unit to arrange technical staff with good capacity, much experience, who have constructed projects of similar scale to construct the project. Mobilize maximum machinery, equipment, workers, arrange adequate supplies and materials for construction, strive to complete the project before Lunar New Year 2027.

For the project to upgrade and expand provincial road 391 from Hai Duong city (old) to the East-West axis, the length is 13.8 km. The total investment of the project is 1,392.6 billion VND. The route passes through Tan Hung ward and Dai Son, Tan Ky, Tu Ky, Chi Minh, Lac Phuong communes. Currently, the project is facing difficulties related to site clearance in Tan Hung ward and Chi Minh, Dai Son, Lac Phuong communes.
After inspecting the project construction, Mr. Le Ngoc Chau requested Tan Hung ward to focus on completing site clearance for 37 households with residential land; Chi Minh commune to organize the review of the land origin of 63 households; Lac Phuong commune to organize the review of the land origin of 18 households. Dai Son commune to propagate and mobilize households with land in the corridor, all to be completed before November 15 to hand over to the investor and construction unit. Policies related to site clearance must be implemented synchronously and consistently among localities.
Since this is a vital traffic route, after receiving the construction site, the construction unit will develop a scientific construction plan, mobilizing maximum machinery, equipment, labor, and materials for construction. During the construction process, coordinate with local authorities and city police to effectively carry out traffic flow, ensure traffic safety on the route as well as environmental sanitation.
