On the morning of June 27th, residents on Street 13, Thanh My Loi Ward, noticed that more than a dozen stone benches in front of their houses had been vandalized with a link to a gambling website and the slogan "Bet for entertainment, earn billions." Many of the benches, which were still new, had been smeared with black and red paint.
A kilometer away, the row of stone benches in front of the temple gate on Nguyen Xien Street and many houses on Nguyen Van Tang Street are in a similar situation.
According to security camera footage, two young men wearing long-sleeved shirts, face masks, and helmets used a pre-cut spray paint board to spray paint on a stone bench in the early morning before leaving. The Thạnh Mỹ Lợi Ward Police have taken over the case for investigation.
In late May, approximately 70 stone benches in the Ho Chi Minh City National University urban area were vandalized with graffiti depicting football betting websites. Authorities caught a 15-year-old boy red-handed spray-painting the benches. He stated that he was hired by online betting websites for 30,000 VND per drawing.
The practice of spray-painting and vandalizing public structures has become increasingly common recently. Last year, the Ba Son Bridge – a new symbol of the city – was also defaced with graffiti. On April 30th, a train on the Ben Thanh - Suoi Tien metro line was also vandalized with graffiti.
According to Decree 144, spraying paint, writing, or drawing on walls, utility poles, or public works without permission from the competent authority will be subject to a fine of up to 5 million VND. The person who does the drawing may also be charged with the crime of destruction or intentional damage to property as stipulated in Article 178 of the Penal Code.
