Resolute action in managing, protecting and promoting the value of relics

Recently, public opinion across the country has been worried and indignant about a series of cases of damage to historical and cultural relics and scenic spots. From incorrect restorations that have damaged relics, to acts of vandalism, theft, breaking artifacts, or laxity in responsibility that have caused many ancient structures to seriously deteriorate. This situation requires urgent, strong and decisive intervention from authorities at all levels, especially in the context of the 2024 revised Law on Cultural Heritage (LCH) officially taking effect from July 1.

Faced with the alarming situation, the Ministry of Culture, Sports and Tourism issued Document No. 2587/BVHTTDL-DSVH dated June 9 to the People's Committees of provinces and cities requesting the strengthening of management, protection and promotion of the value of relics and scenic spots nationwide. The Ministry requested localities to review and supplement scientific records of relics; issue appropriate management regulations; arrange organizations and individuals to take direct responsibility at each relic site; proactively prevent and handle acts of encroachment; at the same time, strengthen propaganda to raise public awareness.

Immediately after this document was issued, the People's Committee of Dong Nai province issued a document to departments, branches, sectors and localities emphasizing the proactive role of grassroots levels in detecting, preventing and promptly handling acts of encroachment on relics, and at the same time requesting the Department of Culture, Sports and Tourism to advise on the issuance of management regulations in accordance with the Law on Cultural Heritage 2024. Along with that, the Provincial People's Committee directed the review and completion of documents, clearly assigned responsibilities, and strengthened the relic management team to ensure effectiveness and efficiency. In particular, the role of the media is valued, when Dong Nai Newspaper and Radio - Television Station are assigned to promote the dissemination of the Law on Cultural Heritage and related regulations to the community, contributing to forming awareness of heritage preservation among the entire population.

In the context of the new Law on Cultural Heritage having many progressive contents such as clearer decentralization of management to local authorities, defining specific responsibilities for each level and each sector, careful preparation of human resources, finance, and database for synchronous implementation is an urgent requirement. At the same time, lessons from recent incidents in the management and preservation of relics show that if the responsibilities of individuals and organizations when violations occur are not clarified, even complete regulations will be difficult to be effective.

Strengthening heritage management is not only about complying with the law, but also about preserving national identity, fostering pride and spreading Vietnamese values ​​to international friends and future generations.
