Good reconciliation contributes to maintaining grassroots security

Mediation at the grassroots level is one of the important solutions contributing to maintaining security and order in the locality, especially when conflicts arising in the community are listened to and resolved early, limiting prolonged complications or the emergence of petitions and complaints.

In mid-August 2025, the Department of Justice coordinated with the People's Committee of Cam Pha Ward to organize a training conference to improve skills and expertise for the team of mediators in the ward. Training topics include understanding the basic contents of the Law on Mediation at the grassroots level in 2013; discussing necessary skills when participating in mediation, such as researching, collecting and verifying evidence; meeting with relevant organizations and individuals; preparing documents, analyzing information and documents; choosing a legal basis; understanding the psychology of the disputing parties...

Here, the opinions discussed at the conference also frankly expressed the difficulties, obstacles, and complicated situations arising at the grassroots level... to receive appropriate guidance on solutions, and to share valuable experiences from practice. Through this program, Cam Pha ward is showing its high determination in improving the effectiveness of mediation activities in the area, towards implementing the model of "Typical commune level on mediation at the grassroots level".

Performing mediation well at the grassroots level is one of the important tasks, contributing significantly to the goal of maintaining solidarity, limiting law violations, promoting democracy at the grassroots level, and ensuring social order and safety. Therefore, in recent years, localities in the province have paid great attention to strengthening the team of mediators, making the results of mediation work at the grassroots level one of the annual emulation criteria.

Mr. Dinh Van Hoa, Party Cell Secretary, Head of Hong Hai 7 Area, Ha Long Ward, said: “From my experience in implementing work over the years, I believe that internal conflicts can arise from small causes. From parking in the wrong place, turning on the loudspeaker too loud, dumping household waste in violation of regulations, arranging construction materials that affect public traffic... Just a few people who behave in an inept manner, or cannot maintain a calm attitude, have too big an ego, or even due to limited understanding of the law, or have substandard behavior... can all lead to unfortunate incidents. Failure to intervene in a timely manner will lead to violations of the law. Therefore, each residential area needs a team that is close enough to grasp the situation early, and is brave and objective enough to support the parties in negotiating and maintaining public harmony on the basis of the rule of law.”

Currently, the whole province has nearly 1,500 grassroots mediation teams, with a total of nearly 9,200 mediators. Most of them are retired cadres, heads of the Fatherland Front, village and neighborhood chiefs, local union officials, prestigious people in the community... so they have the conditions to closely follow the developments in the lives of residents at their places of residence, have enough prestige and capacity to grasp public opinion, and skillfully mobilize the people to foster a strong neighborhood relationship. During the mediation process, the mediators incorporate propaganda and dissemination of laws, the Party's guidelines and policies, the State's laws and policies, and raise people's understanding and awareness of law compliance.

The province has always focused on improving the capacity of grassroots mediators. Based on the Central's directive documents, the Department of Justice promptly advised the Provincial People's Committee and the Provincial Council for Coordination of Legal Education and Dissemination to issue documents, plans, and direct implementation. The Department proactively and seriously implemented the tasks, actively coordinated with relevant agencies, units, and localities to develop appropriate and effective training plans. In particular, the province is currently implementing the project "Improving the capacity of grassroots mediators in the period 2024-2030"; striving to have 80-90% of grassroots mediators trained and fostered in knowledge and skills of grassroots mediation according to the framework program and training materials for grassroots mediation skills issued by the Central Government...
