In mid-August 2025, the Department of Justice, in coordination with the People's Committee of Cam Pha Ward, organized a training conference to enhance the skills and expertise of mediators in the ward. The training topics included a thorough understanding of the basic contents of the 2013 Law on Mediation at the Grassroots Level; discussions on essential skills for mediation, such as researching, collecting, and verifying evidence; meeting with relevant organizations and individuals; preparing dossiers, analyzing information and documents; selecting legal grounds; and understanding the psychology of the disputing parties.
Here, the opinions expressed at the conference also frankly revealed the difficulties, obstacles, and complex situations arising at the grassroots level... in order to receive appropriate guidance on resolving them and share valuable experiences from practice. Through this program, Cam Pha ward is demonstrating a high determination to improve the effectiveness of mediation activities in the area, aiming to implement the model of "Model commune for grassroots mediation".
Effectively implementing grassroots mediation is one of the important tasks, significantly contributing to the goal of maintaining unity, limiting law violations, promoting democracy at the grassroots level, and ensuring social order and safety. Therefore, in recent years, localities in the province have paid great attention to strengthening and improving the team of mediators, making the results of grassroots mediation work one of the criteria for annual emulation reviews.
Mr. Dinh Van Hoa, Party Secretary and Head of Hong Hai 7 residential area, Ha Long ward, said: “Based on my experience in implementing work over the years, I believe that internal conflicts can arise from trivial reasons. From parking in the wrong place, playing loud music, disposing of household waste improperly, arranging construction materials in a way that affects public access... Just a few people acting tactlessly, or failing to maintain composure, having an overly large ego, or even lacking legal knowledge and behaving inappropriately... can all lead to regrettable incidents. Failure to intervene promptly can lead to violations of the law. Therefore, each residential area needs a team that is sufficiently attentive to understand the situation early on, and possesses the courage and objectivity to support the parties in negotiations, maintaining harmony based on the rule of law.”
Currently, the province has nearly 1,500 grassroots mediation teams, with a total of nearly 9,200 mediators. The majority are retired officials, heads of Fatherland Front committees, village/neighborhood leaders, and local community leaders, as well as influential figures in the community. This allows them to closely monitor the lives of residents in their communities, possess sufficient credibility and ability to understand public opinion, and skillfully engage in community work to foster strong neighborly relations. During the mediation process, mediators integrate the dissemination of laws, Party guidelines, and State policies and laws, enhancing people's understanding and awareness of legal compliance.
The province has always prioritized capacity building for grassroots mediators. Based on directives from the Central Government, the Department of Justice promptly advises the Provincial People's Committee and the Provincial Council for Legal Education and Dissemination to issue documents, plans, and directives for implementation. The Department proactively and seriously implements tasks, actively coordinating with relevant agencies, units, and localities to develop appropriate and effective training plans. In particular, the province is currently implementing the project "Enhancing the Capacity of Grassroots Mediators in the period 2024-2030"; striving to have 80-90% of grassroots mediators trained and equipped with knowledge and skills in grassroots mediation according to the framework program and training materials on grassroots mediation skills issued by the Central Government...
