With the main motto of prevention, in recent times, propaganda and mobilization work to raise awareness of proactive prevention, containment, and reduction of fire and explosion risks from the grassroots level... has always been continuously promoted by all levels, sectors, and localities, promoting the effectiveness of the motto "4 on-site". Propaganda measures through the application of information technology, social networking platforms (facebook, zalo, youtube...) are increasingly popular, helping people conveniently look up and learn knowledge of fire prevention and fighting and rescue anytime, anywhere to apply in life.

Notably, the youtube channel "Fire Prevention and Rescue Police - Quang Ninh Provincial Police" was launched in early 2025, in addition to traditional propaganda videos, it also posted animated episodes of "Speed Rescue Team" to help bring legal knowledge closer to children. In addition, people are also instructed to install the app "Fire Alarm 114", follow the zalo page "Fire Prevention and Rescue Police Department"... with the goal of effectively applying digital technology to fire prevention and rescue work.

Mr. Doan Duy Ai, Head of the Front Work Committee of Zone 9A, Bai Chay Ward, said: Based on the guidance of the Ward Police, the entire neighborhood has created a common zalo group, with members representing all households in the area. Through this zalo group, all propaganda information related to fire prevention and fighting work provided by the Ward Police is posted for people in the group to grasp and implement. Thanks to that, people's awareness of fire prevention and fighting work is increasingly raised. People have enthusiastically responded to the movement "My house has a fire extinguisher", proactively equipping at least one fire extinguisher in their home.

From the advisory and core role of the police force in implementing, direct propaganda activities are regularly organized, with many diverse forms, suitable for each locality and target group. Including: Professional training for forces participating in security and order protection at the grassroots level; concentrated activities in residential areas; extracurricular lessons in schools... For example, "114 Fire Alarm" competitions in schools have been continuously and effectively implemented in recent months, with many forms such as ringing the golden bell, dramatization, simulation... to help teenagers and children be more excited in receiving knowledge of fire prevention and fighting. At agencies, enterprises, people's markets, industrial parks, legal propaganda sessions are also organized in combination with drills and practice of fire prevention and fighting plans...

The Law on Fire Prevention and Fighting and Rescue (Law No. 55/2024/QH15) was passed at the 8th Session of the 15th National Assembly on November 29, 2024, and took effect from July 1, 2025. It includes a number of new contents added compared to the previous provisions of the 2001 Law on Fire Prevention and Fighting and Rescue (amended and supplemented in 2013). Specifically, the current law adds a number of prohibited acts, such as: Insulting and threatening the Fire Prevention and Fighting and Rescue force performing its duties; reporting false rescue situations; encroaching and placing obstacles to hinder the operation of firefighting and rescue vehicles, etc.

At the same time, it stipulates the responsibility of individuals to comply with regulations, rules, measures, and requirements on fire prevention and fighting and search and rescue of agencies and organizations; learn knowledge about fire prevention and fighting and search and rescue, as well as escape skills, use of common fire prevention and fighting and search and rescue tools and means; prevent direct risks of causing fire, explosion and violations of safety regulations under permitted conditions and capabilities... In particular, the principles of fire prevention and search and rescue include mobilizing the combined strength of the entire population; taking prevention as the main thing; all violations of the law on fire prevention and search and rescue must be detected, prevented promptly and strictly handled according to the provisions of law.

On October 4, 1961, President Ho Chi Minh signed an order to promulgate the Ordinance regulating State management of fire prevention and fighting work. This is one of the earliest Ordinances issued by the State, which shows the importance of fire prevention and fighting work.

Article 12 of the Law on Fire Prevention and Fighting and Rescue 2024 stipulates: October 4 of every year is "National Day for Fire Prevention, Fighting, Rescue and Relief".
