According to the results of the announcement of the Administrative Reform Index (PAR) of districts, towns and cities in 2023, Hoang Hoa district continues to hold the second position on the Ranking, with 91.92%.

On February 2, 2024, the Chairman of the Provincial People's Committee issued Decision No. 600/QD-UBND announcing the PAR Index rankings of provincial departments, branches and sectors; People's Committees of districts, towns and cities in 2023. In the PAR Index rankings of districts, towns and cities in 2023, Hoang Hoa district ranked 2nd with 91.92%, after Dong Son.

Hoang Hoa is considered one of the units that has maintained a high ranking for many consecutive years. In 2022 alone, Hoang Hoa also ranked 2nd, with 92.14%.

To achieve that result, the District People's Committee has focused on directing drastically and synchronously the administrative reform tasks in the district. Strengthening the Steering Committee to promote administrative reform, strongly improving the investment and business environment, enhancing the competitiveness of Hoang Hoa district. Implementing the Project "Enhancing the capacity of cadres and civil servants to carry out administrative reform in the period of 2022-2030".

The district focuses on promoting administrative reform, improving the efficiency and quality of the one-stop and one-stop mechanism in handling administrative procedures. 100% of communes and towns in the district have built and organized conferences to launch the model of "Friendly Government, serving the People".

In particular, information technology infrastructure has been invested in from the district to communes and towns, gradually meeting the application of information technology, serving the management, direction and operation on the network environment of agencies and units, enhancing the effectiveness and efficiency of state management, promptly serving people and businesses.

The district effectively maintains the application of information technology in processing documents and work records in the electronic environment. 100% of the work is managed and processed by the People's Committees at the district and commune levels on the document and work record management software system; specialized digital signatures are applied (the rate of digital signature of documents at the district level is 100%, at the commune level is 98.9%).

The rate of handling partial online public service records at the district level reached 99.81%; the rate of handling full online public service records reached 99.50%. For the commune level, partial online public service records reached 95.72%; the rate of handling full online public service records reached 98.72%.
