(laichau.gov.vn) Reporting on the implementation of the resolutions of the 14th and 15th National Assembly on thematic supervision and questioning, Deputy Prime Minister Nguyen Hoa Binh affirmed that in recent times, the Government has directed the organization of implementation resolutely, many tasks have been completed and have very commendable results, some have achieved initial results and some need to continue to focus on solving in the coming time.

At a plenary session at the Hall this morning (December 3), the National Assembly listened to Deputy Prime Minister Nguyen Hoa Binh, on behalf of the Government, report on the implementation of a number of resolutions of the 14th and 15th National Assemblies on thematic supervision and questioning.

In implementing the Session's Program, the Government sent to the National Assembly deputies 14 full reports on the implementation results of 16 resolutions of the 14th and 15th National Assemblies on thematic supervision and questioning. Permanent Deputy Prime Minister Nguyen Hoa Binh briefly reported on some main and outstanding contents.

Accordingly, in the financial sector, the Government and the Prime Minister have focused on directing the review of 12 laws and submitting to the National Assembly for approval 8 laws on the state budget, prices, state capital management in enterprises and a number of specialized tax laws; approved 108/111 national plans, continued to handle difficulties and obstacles in planning work associated with the arrangement of administrative units and the organization of 2-level local governments.

Strictly control the work of budgeting, allocation, management and use of the State budget and public assets. Focus on reviewing, synthesizing, classifying, developing plans and resolutely removing difficulties and obstacles for long-standing backlog projects. Promote modernization of tax management, resolutely handle tax arrears. Focus on perfecting the legal framework; implement solutions to promote the recovery of the corporate bond market; maintain positive national credit ratings. Continue to promote the restructuring of state-owned enterprises. Actively and effectively deploy fiscal and monetary mechanisms, policies and solutions to support the Socio-Economic Recovery and Development Program; institutionalize a number of appropriate specific mechanisms and policies.

In the banking sector,   The Government and the Prime Minister have focused on directing and operating a proactive, flexible, timely and effective monetary policy; closely and synchronously coordinating with a reasonable, focused and key expansionary fiscal policy to contribute to stabilizing the macro-economy, controlling inflation, promoting growth, and ensuring major balances of the economy. Continuing to review, amend and perfect the legal framework for banking activities, ensuring strictness, efficiency and risk limitation; implementing compulsory transfers for 3   compulsory purchase banks and Dong A Bank. By the end of October 2025, the bad debt ratio on the balance sheet was controlled at 1.64%. Credit growth of the whole system was improved, ensuring to meet the credit capital demand of the economy. Digital transformation in the banking industry and non-cash payments achieved many positive results. Synchronously deploy solutions to strengthen management of the gold market.

In the field of industry and trade, the Government and the Prime Minister have issued decisions on adjusting the Power Plan VIII and its implementation plan; the mechanism for buying and selling electricity between renewable energy power generation units and electricity users; policies to encourage the development of rooftop solar power sources for private homes, agencies, offices, and self-producing and self-consuming industrial parks. The construction of the 500 kV Quang Trach - Pho Noi transmission line has been completed ahead of schedule. The mechanism for developing supporting, processing and manufacturing industries has been continued to be improved. Procedures for granting certificates of origin (C/O) have been reformed to help businesses better take advantage of the FTA's benefits, especially after the UK joined the CPTPP. Market management, e-commerce, many campaigns to prevent smuggling, trade fraud, counterfeit goods, poor quality goods, and intellectual property violations have been implemented synchronously, achieving many positive results and are continuing to be promoted.

In the field of agriculture and environment,   The Government and the Prime Minister have issued specific plans to direct ministries, branches and localities to resolutely, synchronously and effectively implement many related tasks, solutions, programs and projects, creating positive changes and achieving initial results in the fields of agriculture and environment. Focus on removing difficulties and obstacles in organizing the implementation of the law on land, minerals, geology and forestry, approving the Strategy for sustainable agricultural and rural development for the period 2021-2025, the Plan for restructuring the agricultural sector, 4 national sectoral plans in the fields of forestry, fisheries and environment, approving and implementing the Project for sustainable development of 1 million hectares of high-quality, low-emission rice cultivation... Completing the construction of 4 groups of component data and cadastral databases for nearly 57 million land plots and 34/34 provinces and cities. The application of science, technology and digital transformation is promoted, especially in natural disaster prevention and control, monitoring fishing vessel activities at sea...

In the fields of construction and transportation, the Government and the Prime Minister have directed the synchronous and effective implementation of tasks and solutions, including issuing 5 decrees implementing the Housing Law 2023 and the Real Estate Business Law 2023; The Prime Minister issued many telegrams and documents directing drastic measures to remove difficulties and obstacles, promote the development of social housing, the real estate market and implement the Project to build at least 1 million social housing units. Submit to the National Assembly for approval the Law on Urban and Rural Planning; promptly institutionalize Resolution 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam.

Prioritize investment in strategic infrastructure projects, especially the North-South expressway in the east, the Hanoi and Ho Chi Minh City beltways, and Long Thanh airport; put into operation 2,476 km of expressway, striving to exceed 3,000 km by the end of 2025 and basically open the North-South expressway in the east; put into operation about 1,397 km of coastal road, striving to complete exceeding 1,700 km by the end of 2025. Fully and promptly issue detailed regulations and instructions for the implementation of the Road Law and the Law on Road Traffic Order and Safety. Implement non-stop electronic toll collection at 100% of BOT stations; traffic accidents tend to decrease in all 3 criteria.

In the field of science, technology, innovation and digital transformation, the Government and the Prime Minister have directed to focus on developing and submitting to the Central Committee and the Politburo for promulgation 3 resolutions and conclusions on breakthroughs in science, technology, innovation and national digital transformation development, development and application of biotechnology to serve national development in the new situation; promoting national standards, measurement and quality work until 2030 and the following years; urgently promulgating and drastically implementing the Implementation Plan. Submitting to the National Assembly for approval 14 draft laws and 1 resolution. Has issued policies on finance and investment, thereby shifting to a management mechanism based on output results.

Promote enterprises to invest in science and technology, expand the activities of the Enterprise Science and Technology Development Fund, create a legal corridor for enterprises to promote cooperation and association with domestic and foreign science and technology organizations. Direct the implementation of the assessment of local innovation index to promote socio-economic development based on science, technology and innovation. Submit to the National Assembly for approval the Law on Science, Technology and Innovation and submit to the National Assembly the draft Law amending and supplementing a number of articles of the Law on Intellectual Property...

The Government has also directed the development and promulgation of resolutions and national digital transformation programs to make Vietnam a country with digital transformation awareness in line with many countries in the world; develop a digital infrastructure strategy, national information and communication infrastructure planning; develop the Telecommunications Law 2023 and detailed regulations to promote the development of a new, competitive telecommunications market and the development of new telecommunications services.

In the field of education and training, the Government and the Prime Minister have focused on directing the development and submission to the Politburo for promulgation of Resolution No. 71-NQ/TW on breakthroughs in the development of education and training in order to create a breakthrough in development and improve the quality of education and training. Submit to the National Assembly for promulgation of the Law on Teachers and 2 resolutions on: Exemption and support of tuition fees for preschool children and general education students; universalization of preschool education for preschool children from 3 to 5 years old; submit to the National Assembly at the 10th Session for 03 draft laws (Law amending a number of articles of the Law on Education, Law on Higher Education, Law on Vocational Education); 2 resolutions on a number of specific and outstanding mechanisms and policies to implement breakthroughs in the development of education and training and the National Target Program on modernization and improvement of the quality of education and training for the period 2026 - 2035.

Issue strategies and plans for education and training development; regulations on decentralization, delegation of authority, and division of authority associated with the two-level local government organization model in the education sector; start construction of 100 inter-level boarding schools for land border communes, ensuring completion before August 30, 2026, and continue to invest in building the remaining 148 schools in the next 2-3 years in accordance with the direction of the Politburo.

Complete the legal framework guiding the Law on Teachers and 3 laws (Amended Law on Education; Amended Law on Higher Education; Amended Law on Vocational Education). Review and arrange public service units. Urgently develop a plan to implement the policy of "ensuring the provision of a unified set of textbooks for common use nationwide and implementing from the 2026-2027 school year". Promote AI training programs, build talent training centers. Vietnam is among the 21 countries that will soon achieve the United Nations' sustainable development goals by 2030 on quality education .

In the health sector, the Government submitted to the National Assembly Resolution No. 30/2021/QH15 with strong decisions, many unique and unprecedented mechanisms and policies, creating an important legal basis to mobilize resources and implement COVID-19 prevention and control, contributing significantly to preventing, repelling and effectively controlling the epidemic and creating conditions for socio-economic recovery and development.

Develop and submit for promulgation 3 conclusions of the Politburo and the Secretariat on population work, development of traditional medicine, prevention and control of COVID-19 pandemic, 3 directives of the Secretariat on ensuring security and food safety; consolidate, improve and enhance the quality of grassroots healthcare in the new situation and universal health insurance in the new period; in particular, submit to the Politburo for promulgation Resolution 72 on a number of breakthrough solutions, strengthen protection, care and improve people's health. Submit to the National Assembly for promulgation 3 laws, 3 resolutions of the National Assembly; 1 resolution of the National Assembly Standing Committee and promulgate 26 resolutions, 14 decrees of the Government, 29 decisions of the Prime Minister on the contents to implement Resolution 72.

Decentralization, delegation of authority, and determination of authority in the fields of health, primary health care, preventive medicine, financial mechanisms, health insurance, health human resources, disease prevention, medical examination and treatment, drug supply, equipment, medical supplies, food safety, digital transformation, health communication, child care and protection, and tasks assigned by the National Assembly have been seriously implemented by the Government, achieving many positive results, contributing to stabilizing the situation, ensuring care, protection, and improvement of people's health.

In the fields of culture, sports and tourism,   The Government and the Prime Minister have directed the synchronous implementation of tasks and solutions; including submitting to the National Assembly for approval the Law on Cultural Heritage (amended), the Resolution approving the investment policy of the National Target Program on Cultural Development for the period 2025-2035. Approving the Strategy for Physical Training and Sports Development, and the Planning of the Network of Cultural and Sports Facilities to 2030.

The Government has focused resources on preserving cultural heritage, building grassroots cultural life, focusing on preserving ethnic minority culture, promoting the development of cultural industry and entertainment industry. High-performance sports have achieved impressive results. Vietnam tourism has recovered and made a breakthrough with impressive growth indicators; in the first 10 months of 2025 alone, it welcomed nearly 17.2 million international visitors and achieved revenue of VND858 trillion.

Strictly control content on digital and online platforms with over 90% of violating content on social media platforms (Facebook, YouTube, TikTok) being handled and removed. The Government and the Prime Minister are directing the focus on developing and submitting to the Politburo a Resolution on reviving and developing Vietnamese culture.

In the field of internal affairs,   The Government and the Prime Minister have directed the implementation to be drastic and effective, basically meeting the requirements and are continuing to focus on implementation, in which, focusing on perfecting the legal system, establishing a solid legal basis to continue innovating the organization and operation of the Government and local authorities. Implementing the organizational arrangement of the central ministries and branches has achieved many positive results, perfecting the organizational model of the multi-sectoral and multi-field management ministry.

Implement the organization of specialized agencies at the local level, ensuring similarity with the arrangement of ministries and branches at the central level; issue documents regulating decentralization, delegation of power, and assignment of authority, and provide guidance so that local governments at two levels can soon operate stably and uniformly, meeting the requirements of the people and society.

Streamlining the payroll has achieved positive results. In the 2022 - 2026 period, the number of civil servants will be reduced by over 5%, and the number of public employees receiving salaries from the budget will be reduced by over 15%. Up to now, 146,800 people have quit their jobs according to policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of restructuring the apparatus and administrative units at all levels.

In the judicial field,   The Government and the Prime Minister have directed the development and submission to the Politburo for promulgation of Resolution 66-NQ/TW on innovation in law-making and enforcement and promptly issued an Action Plan for implementation ; resolutely directed the implementation of the assigned tasks, completed the review of 121/123 legislative tasks; submitted to the National Assembly for promulgation of the Law on Promulgation of Legal Documents in 2025 and 3 resolutions on special mechanisms and policies for law-making; promoted the review of legal documents to promptly detect and handle overlapping, contradictory, and impractical regulations ; strictly controlled the promulgation of detailed regulations, ensuring completeness, synchronization, unity, and basically on time; focused on reducing and simplifying administrative procedures, decentralization, and delegation of powers in the judicial field. The work of organizing law enforcement has been implemented more systematically, gradually linked with the work of law-making.

In the field of ensuring security, order and social safety,   The Government and the Prime Minister have focused on directing the strengthening of state management of security and order in a modern direction, applying science and technology. Submitting to the National Assembly the promulgation and effective implementation of the Law on Cyber ​​Security and regulations on personal data protection.

The drastic and synchronous implementation of tasks and solutions under Project 06, the construction of a national database, the application of population data, electronic identification, and the abolition of paper household registration books according to the 2020 Law on Residence have been carried out synchronously and achieved many important results.

Political security and social order and safety are basically guaranteed; a peaceful, stable and favorable environment for economic and social development is maintained. Many types of crime, especially organized crime, high-tech crime and drug crime, are controlled. The work of building the People's Public Security force according to Resolution No. 12-NQ/TW is promoted.

In the inspection field, the Government and the Prime Minister regularly direct the dissemination and implementation of the National Assembly's resolutions on thematic supervision and questioning in the inspection field. Focus on building annual inspection program orientations and plans to ensure focus and key points, while strengthening inspection in sensitive areas such as construction, land, investment, finance, public assets, etc.

Through the inspection, recommendations were made to handle finances, recover assets for the State and transfer many cases to the investigation agency . Drafted and submitted to the National Assembly for approval Resolution No. 170/2024/QH15 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations and judgments in a number of provinces and cities. At the same time, focused on directing relevant ministries, agencies and localities to promptly complete the resolution of difficulties and obstacles for projects and achieved positive results; completed the handling of 1,759/2,161 projects and real estate facilities, reaching 81.39% according to Resolution No. 170/2024/QH15 of the National Assembly.

In ethnic affairs and national target programs (NTPs), the Government and the Prime Minister have directed ministries, branches and localities to focus on implementing 12 groups of tasks and specific solutions, including amending and promulgating many policies to support ethnic minority areas in terms of residential land, production land, social security and adjusting the demarcation of particularly difficult areas and communes and villages in accordance with reality.

Amend, supplement or issue new regulations, mechanisms and policies on missing or inappropriate content, especially regulations on decentralization, delegation of authority, simplification of administrative procedures, investment and use of capital sources with focus, key points, not spread out or prolonged, to promptly remove difficulties and obstacles, and effectively implement National Target Programs.

Continue to innovate and increase capital sources for policy credit implementation to implement the National Target Program. Complete the system of evaluation and monitoring of National Target Programs. At the same time, focus resources on key points, avoid duplication, dispersion, and inefficiency. The Government has directed to focus on reviewing and submitting to the National Assembly for approval the investment policy of the National Target Program for the period 2026-2035 on the basis of integrating 3 existing National Target Programs.

Affirming that in the recent past, the Government has directed the drastic implementation, many tasks have been completed, with very commendable results, some have achieved initial results and some need to continue to be implemented in the coming time, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized: "The Government respectfully accepts the opinions of the National Assembly, National Assembly deputies and voters nationwide, and at the same time hopes to receive the support, coordination and supervision of the National Assembly, the Vietnam Fatherland Front, people's organizations, comrades, compatriots and voters nationwide".
