Steering Committee for the implementation of social insurance and health insurance policies summarizes tasks for 2025

(gialai.gov.vn) – On the afternoon of December 3, the Provincial People's Committee held a conference to summarize the tasks of 2025 and deploy the tasks of 2026 of the Steering Committee for the implementation of social insurance and health insurance policies in the province. The conference was connected from the Provincial People's Committee headquarters to 135 bridge points of communes and wards in the province. Comrade Nguyen Thi Thanh Lich - Member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Committee chaired the conference. Attending the conference at the Provincial People's Committee bridge point were the collective leadership of the Provincial Social Insurance; and representatives of leaders of relevant departments and branches.

According to the report at the conference, it is estimated that by December 31, 2025, the targets for social insurance, health insurance, and unemployment insurance will all be achieved and exceeded. The number of employees participating in social insurance will reach 321,570 people, equal to 100.05% of the plan assigned by the Provincial People's Committee, an increase of 40,799 people (14.53%) compared to the end of 2024; the rate of participating employees compared to the working-age labor force is 22.77%. The number of employees participating in unemployment insurance will reach 246,558 people, equal to 111.86% of the plan assigned by the Vietnam Social Security, an increase of 38,358 people (18.42%) compared to the end of 2024. The number of people participating in health insurance will reach 2,841,570 people, equal to 100.05% of the plan assigned by the Provincial People's Committee, an increase of 16,742 people (0.59%) compared to the end of 2024; Health insurance coverage rate reached 95.65% of the province's population.

The management of social insurance, health insurance and unemployment insurance collections is implemented synchronously, ensuring correct, full and timely collection, contributing to protecting the rights of employees. The total estimated collection in 2025 is 8,650,320/8,614,312 million VND, equal to 100.42% of the plan assigned by Vietnam Social Security, an increase of 651,139 million VND (8.14%) compared to the end of 2024.

The work of settling social insurance regimes and managing and paying social insurance and unemployment insurance regimes for employees is carried out promptly and fully. In 2025, 84,048 beneficiaries will be received and settled for social insurance regimes, an increase of 4,151 people (5.20%) compared to 2024; 16,283 beneficiaries of unemployment insurance regimes will be received for payment, an increase of 1,551 people (7.70%) compared to 2024; 19,589 people will receive one-time social insurance benefits, a decrease of 3,584 people (15.47%) compared to 2024.

Regarding health insurance policy, in 2025, the whole province recorded 4,934,471 people using health insurance for medical examination and treatment, an increase of 351,352 people (6.47%) compared to 2024.

Along with that, the communication and support work for social insurance and health insurance participants also received special attention from the Standing Office of the Steering Committee. Right from the planning stage to implementation, communication activities were organized synchronously from the provincial to grassroots levels, with diverse content and forms, focusing on key points. Notably, many communication programs focused on clarifying new regulations in social insurance and health insurance policies, creating positive spillover effects, contributing to raising awareness among people and businesses, and receiving consensus and support from all levels and sectors in the whole system.

At the conference, departments, branches and localities focused on discussing and clarifying the achieved results, pointing out difficulties and obstacles in the implementation of social insurance, health insurance and unemployment insurance policies in the province. At the same time, delegates proposed many key tasks and solutions for 2026, aiming to improve the effectiveness of insurance policy implementation and ensure the rights of people in the province.

Concluding the conference, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Thanh Lich highly appreciated the efforts of the Steering Committee for the implementation of social insurance and health insurance policies and localities in implementing the tasks in 2025. Based on the assigned targets, the Vice Chairwoman of the Provincial People's Committee assigned the Provincial Social Insurance to preside, unify, and synchronize in guiding and coordinating with localities to continue implementing the tasks, ensuring the completion of the targets from now until the end of the year.

The Vice Chairman of the Provincial People's Committee emphasized the need to strengthen propaganda work, in which appropriate forms and content must be selected depending on each target group; especially for ethnic minorities, priority should be given to using familiar languages, suitable to the local dialect, to improve access efficiency.

Along with that, the Vice Chairman of the Provincial People's Committee assigned the Department of Education and Training to continue reviewing and directing school health work. The Provincial Social Insurance was assigned to advise the Provincial People's Committee to issue documents to universities and university branches in the province to closely coordinate with localities in implementing tasks related to insurance policies.

Regarding the implementation of policies related to enterprises, the Vice Chairman of the Provincial People's Committee proposed to publicize and be transparent in ensuring the rights of workers; at the same time, report to the Provincial People's Committee to transfer information to functional agencies such as tax and police to coordinate in reviewing and handling if there are violations.

Regarding the health sector, the Vice Chairman of the Provincial People's Committee requested to proactively improve the quality of medical examination and treatment, and complete the electronic medical record system to facilitate people when transferring to other facilities. The sector needs to review all drug bidding work, absolutely not allowing drug shortages to occur; at the same time, closely coordinate with the Provincial Social Insurance to strengthen control in the process of organizing and implementing the health insurance policy.

Localities are required to carefully review assigned targets; develop roadmaps and implementation plans for each target group; study and grasp new regulations of social insurance, health insurance and unemployment insurance policies. At the same time, pay attention to strengthening the activities of the grassroots Steering Committee and fully implement the regimes and policies for the insurance team in villages, hamlets and residential groups; strengthen inspection and supervision to promptly correct existing problems and limitations.

Comrade Nguyen Thi Thanh Lich requested departments, branches and localities to strengthen administrative reform and apply information technology in implementing tasks on social insurance, health insurance and unemployment insurance to improve management efficiency and create convenience for people and businesses./.
