On the afternoon of November 2, Director of the Department of Education and Training of Hue City Nguyen Tan said that the unit had issued a notice for students of all levels to continue to stay home from school due to the rapidly rising floodwaters on rivers, many areas in the city and suburbs were flooded again.

According to the city's Department of Education and Training, the suspension of teaching is to ensure absolute safety for teachers and students, and at the same time implement the direction of the Hue City People's Committee on natural disaster response.
For schools in non-flooded areas, principals and unit leaders have the right to proactively decide on teaching and learning organization, but must ensure safety and report to the direct management agency.
Previously, the Hue City Civil Defense Command issued a flood warning, requesting localities and units to proactively deploy response plans in case of prolonged heavy rain.

According to the Hue City Hydrometeorological Station, by 1 a.m. on November 3, the water level on the Huong River and Bo River will exceed alert level 3; by 1 p.m. the same day, the Huong River will exceed alert level 3 by about 0.9 m, and the Bo River will exceed 0.4 m, with a very high risk of widespread flooding across the city.
By this evening, many low-lying roads in the center of Hue City such as To Huu, Hoang Lanh, Ba Trieu, Pham Van Dong, Hoang Quoc Viet, Nguyen Lo Trach, Duong Van An, Truong Chinh, Song Nhu Y... were partially flooded, causing difficulties for people to travel.
