NDO - On May 18, at Dien Hong Hall, the Politburo and the Central Party Secretariat organized a dissemination and implementation of Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

The conference was held directly from the Central bridge at Dien Hong Hall, National Assembly House; combined online to 37 thousand bridges at central departments, ministries, branches, and units; party committees directly under the Central Committee; provincial and municipal party committees and bridge points at district and commune levels with more than 1.5 million delegates attending.

Attending the conference at the connecting points were comrades: Politburo members, Secretariat members, former Politburo members, Party Central Committee members, alternate members of the Party Central Committee; Central Military Commission members; Central Public Security Party Committee, Party Committees of Central Party agencies; comrades leading departments, ministries, branches and mass organizations at the Central level; leaders of the Vietnam Federation of Commerce and Industry; central and local business associations; state-owned corporations, private corporations and a number of small and medium-sized enterprises nationwide; key officials at provincial, district and commune levels of 63 provinces and cities nationwide.

Before the opening of the Conference, at the main bridge point of the National Assembly House, General Secretary To Lam and other Party and State leaders visited the exhibition "Achievements in private economic development and booths displaying products of private enterprises". At each booth, the General Secretary spent time encouraging and motivating enterprises to continue to develop and demonstrate their responsibility to the nation and people.

"Revolution in thinking and institutions" for the private economy

At the conference, Prime Minister Pham Minh Chinh introduced the topic "Key and core contents of Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development and the plan to implement Resolution No. 68-NQ/TW".

According to Prime Minister Pham Minh Chinh, the private economy is playing an increasingly important role, clearly demonstrated through the Resolutions of the Congresses. The Central Executive Committee and the Politburo have issued many policies and guidelines for the development of the private economy. The legal system is increasingly being improved on the basis of concretizing the policies, guidelines, viewpoints and orientations of the Party, creating a unified and favorable legal framework for the development of the private economy, ensuring equal freedom of business.

Prime Minister Pham Minh Chinh emphasized that Resolution 68/NQ-TW was issued just 2 weeks ago, but has been enthusiastically responded to by the entire political system and the entire population, especially the business community, entrepreneurs, and business households, considering it a breakthrough in development thinking, becoming a "revolution in thinking and institutions" for the private economy, creating and strengthening trust, promoting the private economy to rise, break through, and contribute to the country.

Prime Minister Pham Minh Chinh introduced the topic "Key and core contents of Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development and the plan to implement Resolution No. 68-NQ/TW".

Resolution 68-NQ/TW sets out five breakthrough guiding views on private economic development, notably: the private economy is the most important driving force of the national economy, a pioneering force promoting industrialization, modernization, economic growth, job creation, improving labor productivity, national competitiveness, and international integration;

Developing a fast, sustainable, effective, high-quality private economy is both a central, urgent task and a long-term strategic one; completely eliminating perceptions, thoughts, concepts, and prejudices about the private economy; considering entrepreneurs as soldiers on the economic front.

At the same time, create an open and transparent business environment, ensure regional and global competitiveness; promote the spirit of entrepreneurship, legal enrichment, and contribution to the country; strengthen the leadership role of the Party and the State's creation, taking enterprises as the center and subject; honor, encourage, and develop a strong team of entrepreneurs.

In response to the goals set out in the Resolution by 2030 and vision to 2045, the Resolution sets out 8 groups of tasks and solutions demonstrating the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 3 strategic breakthroughs (in institutions, human resources, infrastructure) and in the overall 4 important Resolutions of the Politburo.

The key content of the 8 groups of tasks and solutions is to solve the most important and urgent issues for private economic development today. These are: innovation in thinking, awareness and action; reform and improve institutional quality; increase access to resources; promote science and technology, innovation, digital transformation; enhance business connectivity; develop large private enterprises; support small and micro private enterprises, business households and promote the role of entrepreneurs.

Prime Minister Pham Minh Chinh emphasized that in order for Resolution No. 68-NQ/TW of the Politburo to come into practice and promote its effectiveness, all levels, sectors and localities need to pay special attention to organizing and implementing it, ensuring proactiveness, timeliness, flexibility and efficiency; assigning tasks with specific deadlines; regularly inspecting, evaluating and supervising implementation, and promoting the responsibility of leaders.

He also believes that with its revolutionary and breakthrough solutions, Resolution No. 68-NQ/TW is a strong source of inspiration, "fueling" the business community and entrepreneurs to be committed, have a far-sighted vision, think deeply and do big things, overcome their own limits, create new values, and rise up with the whole country in the new era.

Efforts to create an advanced, modern and transparent legal system

Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly presented the topic: "The core content of Resolution No. 66-NQ/TW, dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and the action plan to implement Resolution No. 66-NQ/TW".

According to National Assembly Chairman Tran Thanh Man, the issuance of Resolution 66 is an objective requirement of the innovation process, aiming to create a breakthrough in improving the quality and effectiveness of law-making and enforcement to meet development requirements in the new era of national prosperity and development.

The core contents of Resolution 66-NQ/TW of the Politburo include guiding viewpoints, goals, tasks, and solutions. In particular, Resolution 66-NQ/TW clearly states that in order to meet the requirements of national development in the new era, the work of building and enforcing laws must thoroughly grasp the 5 guiding viewpoints.

Specifically, including: ensuring the comprehensive and direct leadership of the Party in law-making, strengthening the Party's leadership in law enforcement; identifying law-making and law enforcement as the "breakthrough of breakthroughs" in perfecting the country's development institutions; law-making must closely follow reality; improving the effectiveness of law enforcement; clearly identifying investment in policy and law-making as investment for development.

The Resolution sets out medium- and long-term goals for law-making and enforcement. Accordingly, by 2030, Vietnam will have a democratic, fair, synchronous, unified, public, transparent, and feasible legal system with a strict and consistent implementation mechanism, paving the way for development creation, mobilizing all people and businesses to participate in socio-economic development so that by 2030, Vietnam will be a developing country with modern industry and high average income.

By 2045, Vietnam will become a developed, high-income country with a high-quality, modern legal system, approaching advanced international standards and practices and suitable to the country's reality, implemented strictly and consistently; respect for the Constitution and the law will become the standard of conduct for all subjects in society.

Among the 7 groups of tasks and solutions identified by the Resolution in the coming time, an important highlight is to fundamentally innovate the thinking of law-making. Laws must fully and promptly institutionalize the Party's policies; stem from the overall interests of the country, giving priority to ensuring human rights and civil rights. Laws are identified as the country's competitive advantage, so the Resolution requires a decisive abandonment of the mindset of "if you can't manage it, then ban it" - instead, we must encourage creativity and unleash development resources.

The law-making work is required to be very proactive in strategic research and selectively refer to international experience, in order to improve the quality of policies. At the same time, the Resolution emphasizes the need to perfect the transparent, professional legislative process and publicize contributions, not to push difficulties onto the people and businesses.

Regarding the implementation plan, Resolution 66-NQ/TW of the Politburo clearly defines the responsibilities of Party committees and agencies, including the National Assembly Party Committee, the Government Party Committee, the Vietnam Fatherland Front, the Central Propaganda and Education Commission, the provincial and municipal Party Committees directly under the Central Government, and the Party Committee of the Ministry of Justice. Based on the groups of tasks and solutions set out in the Resolution, the National Assembly Party Committee and the Government Party Committee have issued programs and action plans to implement Resolution 66-NQ/TW, comprehensively identifying the contents and tasks that need to be deployed and coordinated in implementation.

National Assembly Chairman Tran Thanh Man affirmed that all efforts must be directed towards the common goal: creating an advanced, modern, transparent legal system, creating a strong driving force for the nation's aspirations to rise up. Emphasizing that the task is very heavy but also extremely glorious, comrade Tran Thanh Man requested that each agency and each individual must turn determination into concrete action: promoting institutional improvement, in parallel with strict enforcement of the law and encouraging creativity.

Think big, act big, reform big with the highest political determination

Speaking at the conference, General Secretary To Lam affirmed that the innovations and reforms that we are implementing are not only objective requirements of development but also orders from the future of the nation. The innovations and reforms focus on four breakthroughs: Resolution No. 57 of the Politburo on promoting science, technology and innovation, Resolution No. 59 on proactively integrating deeply into the international community, Resolution No. 68 on strongly developing the private economic sector and Resolution No. 66 on comprehensive innovation in law-making and enforcement. The four major resolutions of the Politburo mentioned above are the "Quad Pillars" that help Vietnam take off.

Although each resolution focuses on a key area, they are closely linked, complementing and promoting each other in the process of understanding and organizing implementation, together creating a unified whole of strategic thinking and action for the country's development in the new era and a unified goal: building a solid foundation for Vietnam to develop rapidly, sustainably and become a developed, high-income country by 2045.

Emphasizing that over the past years, the country has achieved comprehensive achievements in most areas but is also facing great challenges, the General Secretary stated that only drastic, persistent and effective reforms can help the country overcome challenges, seize opportunities and realize the aspiration for rapid and sustainable development in the new era; we must dare to think big, act big, and carry out major reforms with the highest political determination and the most persistent efforts.

The General Secretary requested the entire Party, the entire people, and the entire army to thoroughly grasp the spirit: Developing the private economy to become “the most important driving force” of the national economy. Vietnamese entrepreneurs are “soldiers on the economic front” in the new era, not only contributing to their own enrichment but also fulfilling the noble mission of building a strong and prosperous country. Creating real breakthroughs in science, technology and innovation, considering them the foundation for development and the main driving force for the cause of industrialization and modernization of the country in the new era. Innovating the work of building and enforcing laws to meet the requirements of national development in the new era.

This is a vital factor, deciding the success of the nation's rise; a solid foundation to protect human rights, civil rights and a lever to promote socio-economic development. Law making must be one step ahead, ensuring high predictability, being suitable for reality and the requirements of rapid development. In particular, decentralization and delegation of power must be clear, linked with accountability, eliminating the "ask-give" mechanism, eliminating local interests and group privileges. The country's international integration is a strategic driving force for Vietnam to firmly enter the new era.

This is the cause of the entire nation, under the absolute, direct, and comprehensive leadership of the Party, the unified management of the State, with people and enterprises as the center and the creative subjects. In particular, it is necessary to build a strong team of internationally integrated cadres. These are cadres with strong political will, extensive expertise, the ability to adapt flexibly to the global environment and inter-sectoral coordination skills, meeting the increasingly deep and complex requirements of integration.

The General Secretary noted that the common breakthrough of all four resolutions is the new development mindset: from “management” to “service”, from “protection” to “creative competition”, from “passive integration” to “active integration”, from “distributed reform” to “comprehensive, synchronous and profound breakthrough”. This is a fundamental shift in thinking, inheriting the achievements of innovation over the past 40 years and in line with global trends in the digital age.

Regarding implementation, all resolutions emphasize the unified leadership role of the Party, the synchronous and creative participation of the entire political system, and the substantial participation of businesses, people and intellectuals. Implementation axes such as law enforcement, digital transformation, innovation, private economic development and international integration require close coordination, regular inspection, supervision and effective evaluation.

At the conference, the General Secretary also pointed out the key tasks in the next 5 years (2025-2030) and the urgent tasks in 2025 - the pivotal year opening a new era, and at the same time required the implementation of tasks quickly, methodically, and substantially, taking actual effectiveness as the evaluation criteria, because if we do not keep up with the pace of reform and do not create breakthroughs right now, we will miss the golden opportunity and fall behind in the global race.

In particular, the General Secretary emphasized that it is necessary to quickly complete and promulgate national action programs and plans to implement the four resolutions, ensuring close connection, clearly defining goals, tasks, roadmaps and specific assignments; at the same time, establishing a set of indicators for periodic monitoring and evaluation. Urgently review the entire legal system, implement amendments, supplements, replacements or abolishment of inappropriate regulations in the spirit of Resolution 66-NQ/TW. Prioritize amending regulations related to property ownership, freedom of business, innovation and international integration; study and promulgate the Law on Private Economic Development.

Immediately launch key programs on science, technology, innovation and digital transformation; approve and implement national programs; form new innovation centers; build a legal framework for the sandbox model. Make breakthroughs in improving the business investment environment: cut at least 30% of administrative procedures, digitize public services, support capital, technology, digital transformation for small and medium enterprises; develop a project to develop large private corporations. Complete the leadership, direction and coordination apparatus for implementing resolutions; establish specialized steering committees at the central and provincial levels; ensure a unified steering mechanism, regular inspection and supervision. Create social consensus through the development of national communication programs on each resolution; strengthen policy dialogue between the Government, businesses, people and intellectuals, mobilize social intelligence for the implementation process...

The General Secretary emphasized that the entire Party, people and army must clearly define their roles and responsibilities; be proactive, creative, united in patriotic emulation, determined to successfully carry out the tasks of socio-economic development, national defense, security and improving people's lives, making people's lives truly better and better.

Every cadre, party member, and every Vietnamese citizen must become a pioneer on the front line of national development. Before the people of the whole country, we pledge to strongly implement the set goals, with the spirit of innovative thinking, decisive action, perseverance, and creativity for a rich, prosperous, and powerful Vietnam, standing shoulder to shoulder with the world powers by 2045.

Speaking at the closing ceremony of the conference, comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, emphasized that these are two resolutions of revolutionary and breakthrough significance, demonstrating the strategic thinking and long-term vision of the Party.

To realize the set goals, tasks and strategic solutions, Party committees and organizations at all levels, immediately after the conference, need to continue to thoroughly grasp, propagate and widely disseminate the spirit and content of the conference throughout the entire political system and all classes of people; urgently concretize and turn the Party's guiding viewpoints and major orientations into concrete actions, achieving clear and substantial results. At the same time, strengthen the orientation, timeliness and combativeness, contributing to creating unity in the perception and action of the entire political system, consensus in society, so that each decision is spread with understanding, companionship and sharing, creating a strong and solid development step in the new era of the nation.
