
Deputy Minister of Finance Do Thanh Trung chaired at the central bridge with the participation of representatives of relevant ministries, branches and agencies.
Attending the conference at Ninh Binh province were leaders of the Department of Finance and relevant professional departments.
Reporting at the conference, the leader of the Ministry of Finance said that recently, the Ministry has proactively advised the Government to issue many documents directing and guiding to remove obstacles for localities in the process of arranging and reorganizing the system of headquarters, real estate and public assets after the arrangement of administrative units. At the same time, the Ministry has strengthened training and professional development for cadres and civil servants at the provincial and communal levels to improve the capacity of managing and using public assets.
Up to now, 17,946 establishments have been handled nationwide, while 9,056 establishments still need to be reorganized according to regulations. Notably, 97.32% of communes have been provided with cars for work, 100% of communes have been fully equipped with minimum working equipment, ensuring the operating conditions of the apparatus after the reorganization.
During the discussion, representatives of ministries, branches and localities recommended that the Ministry of Finance continue to provide guidance and remove difficulties in handling surplus public assets, especially for housing and land facilities that are not in accordance with planning or have legal procedural problems.
Concluding the conference, Deputy Minister Do Thanh Trung acknowledged the proposals of the localities and at the same time, requested the Party committees and authorities of provinces and cities to strengthen leadership and direction to speed up the progress of handling headquarters and surplus public assets. The Department of Finance of provinces and cities needs to urgently develop detailed plans, in accordance with the planning and actual situation, to ensure the arrangement and use of public assets economically, effectively and in accordance with regulations.
The Ministry of Finance requires localities to continue transferring and converting the functions of houses and land for public use; step up renovation and asset procurement within their authority; and tighten supervision, inspection and examination to ensure publicity and transparency in the management and use of public assets.
