In the past time, the 03 National Target Programs in the province (03 Programs) have been promptly directed by the provincial leaders according to the plan. Localities, departments and branches have promptly reported difficulties and problems, proposed to transfer the capital plan of the 03 Programs to ensure the right beneficiaries, striving to achieve a disbursement rate of 100% according to the set plan.
The total investment capital for the 3 Programs is over 1,300 billion VND; of which, the largest amount is capital for new rural construction, with over 800 billion VND. To date, 762 billion VND has been disbursed, reaching 56.9% of the capital plan. According to reports from localities, over 20 communes and wards have encountered difficulties in disbursing capital, especially capital for new rural construction.
Regarding investment capital, disbursement reached 53.4%; 55/77 investors disbursed above average and 22/77 investors disbursed below average. Regarding career capital, disbursement reached 25.9%, 46/78 investors disbursed above average and 32/78 investors disbursed below average.
Speaking at the conference, Vice Chairman of the Provincial People's Committee Le Van Su assessed: Currently, there are no longer any difficulties or problems in terms of mechanisms and policies that localities and units are facing due to capital adjustment issues. Many additional capital amounts in the last months of the year and the district-level authorities have been removed, affecting the disbursement progress. On the other hand, it is necessary to review the uneven determination among localities and units.
Vice Chairman of the Provincial People's Committee Le Van Su requested each agency and unit implementing the 3 Programs to have a specific plan from now until the end of the year, especially until December 15; the Department of Agriculture and Environment, the Department of Ethnic Minorities and Religions, and the Department of Finance to review the capital sources of the 3 Programs to arrange the implementation sources in 2025 and the sources transferred to 2026 in a reasonable manner; focus on disbursing maximum career capital by the end of 2025 and have a plan to transfer to 2026; promptly encourage and reward organizations and individuals who perform well in disbursing capital for the 3 Programs in accordance with regulations.
